Project Description: The applicant proposes to develop a 9.9 acre life of mine sand pit at a site approximately 1100 feet south of Sand Road and 700 feet east of Fatima Road in the Town of Schuyler Falls. Mining activity will disturb 4.9 acres during the initial 5 year permit term. There will be no processing of mined materials on site. Upon closure of the mine, the site will be graded to stable slopes, stockpiled topsoil will be spread on disturbed areas and the site will be revegetated using a mixture of warm season grass seeds. Ultimately, the site will be reclaimed to a hard pine mix of scotch, jack, red or australian pine to replicate presently existing conditions. Project Description: The applicant requests a modification to their permit that will allow them to landspread stabilized sewage sludge generated by the Port Henry/Moriah Joint Wastewater Treatment Facility on 42 acres of land rather than the presently authorized 24 acres at the Beebe Farm located on Henry's Mill Road in the Town of Moriah. The total quantity of sludge that can be landsread at this location will remain at 52 dry tons per year and the amount of sludge per acre that can be landsread will remain unchanged. The additional acreage will provide the landowners with greater flexibility to manage their lands by allowing longer times between applications of sludge to a particular area, allowing the land to "rest" and greater ability to rotate crops. The Adirondack Park Agency (APA) has also reviewed a request to modify APA Permit No. 94-300AR and has issued an amended permit on March 1, 2000 for this project. Project Description: The Department has prepared a draft permit and made a tentative determination to approve this application for existing emission sources at the applicant's Portland cement manufacturing plant and associated quarry. Various types of Portland cement are produced using a combination of limestone, sand gypsum, and other materials of similar chemical composition. These materials are heated in the facility's rotary kiln to form cement clinker, which is cooled and ground to form cement. Operations at the facility have been divided into nine (9) emission units (EU) each having related functions and processes as follows; EU U-QUARY, stone quarrying and preliminary crushing, EU U-RMHND, raw material storage and handling, EU U-RAWGR raw material grinding, EU U-KILN, kiln or pyroprocessing system, EU U-FUEL, solid fuel(coal) system, EU U-CLTRN, cement clinker transport and storage, EU U-PLYCM, precrusher (polycom) system, EU U-FINML, finish mill\\Product storage and EU U-SHPNG, product packing and loading. Applicable requirements at the facility-wide level include 6NYCRR 200, 202-2, 211.2, 211.3, 215.2, and 220.4(c) as well as 40 CFR 82.106(SubPart E). Applicable requirements for specific EU's include 6NYCRR 212.3(a), 220.3(a), 220.6(b)(1), 220.8(a&b), 225-1.2(a)(2) and 40CFR 60 (Subpart F), 60.7(SubPart A), 60.8(SubPart A), 60.11(SubvPart A). Processes at the facility are regulated for emissions of particulates under 6NYCRR 212 and 220 and 40CFR 60(SubPart F). Emissions of oxides of nitrogen(NOx) under 6NYCRR 220.6(b)(1-3). Emissions of sulfur compounds are indirectly regulated through the sulfur in fuel limits contained in 6NYCRR 225 and 6NYCRR 220.6(a). The application, draft permit and relevant materials are available for review at the Warrensburg DEC office. Comments of support or objection may be made by filing written statement by the comment deadline. DEC may schedule a public hearing based upon the nature and scope of issues raised. Hearing notices will contain instructions on filing for party status and submitting comments. In accordance with 6NYCRR Parts 621.5(d)(9) and 201-6.4(c) the administrator of the United States Environmental Protection Agency has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requiements of the Clean Air Act or 6NYCRR Part 201. |
