Project Description:

At the facility located at 485 Scott Avenue, Brooklyn, NY, 11222, the applicant proposes to capture, treat, and discharge stormwater runoff from the glass recycling and construction and demolition debris (C&D) processing areas of this solid waste transfer station. Runoff would be directed towards four existing storm drains and then into three proposed catch basins. The stormwater runoff would be collected in the catch basins then directed through sedimentation chambers, which would remove small solids, and oil/water separators, which would remove oil and grease. After treatment the stormwater would be discharged through two outfalls, one of which would discharge into Newtown Creek. The other would discharge through an on-site infiltration chamber.

State Environmental Quality Review (SEQR) Determination: Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.
SEQR Lead Agency: NYS Department of Environmental Conservation
State Historic Preservation Act (SHPA) Determination: Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The Department has prepared a Draft Permit and made a tentative determination to approve this application for an existing facility, Ulano Corp., located at 280 Bergen Street, Brooklyn 11217. This facility operates a specialty coating operation. The products are sensitized films used in the graphic arts and screen printing industry. The facility is subject to the requirements of Title V and 6NYCRR Parts 225 and 228 and is capped from 6NYCRR Part 227 Reasonably Available Control Technology (NOX RACT). The Application, Draft Permit, relevant supporting materials and regulations are available for review during normal business hours at the DEC office provided in this notice. Comments of support or objection may be made by filing a written statement by the deadline date indicated. DEC may schedule a public hearing based upon an evaluation of the nature and scope of any written objections raised. Hearing Notices will contain instructions on filing for party status and submitting comments. Certification reports submitted by the facility are also available for review.

To alleviate flooding the applicant proposes to repair and upgrade an existing stormwater system. The work includes replacement / installation of 3 manholes and 1 catch basin and the installation of approximately 150 feet of 4-inch diameter connector line. A ditch will be modified along Ramble Road to improve drainage. The banks of the ditch will be stabilized with stones and plantings. The project is located within the NYSDEC regulated Freshwater Wetland and adjacent area of AR-8 (Jacks Pond) approximately 150 north of it's intersection with Dent Road.
