Project Description: The applicant proposes to construct an earthen berm around the perimeter of their municipal wastewater treatment plant located on River Street in the Village of Champlain. The berm will be 3 feet wide at the top with a width at the base of 12 feet. The finished elevation at the top of the berm will be 111 feet above mean sea level which is 7 feet above the estimated 100-year flood elevation. The purpose of the berm is to protect the facility from future flood events. |

Project Description: The Department has made a tentative determination to approve this application for a new permit for an existing discharge of 2,333 gallons per day of treated sanitary wastewater to the West Branch of the Ausable River, a Class C (t) waterbody. The discharge originates from the applicant's facility known as the Drumming Partridge Restaurant located at the High Falls Gorge tourist attraction along NYS Rte 86 in the Town of Wilmington. Seasonal (June 15 - Sept. 15 ) disinfection of the effluent is required and a Schedule of Compliance has been incorporated into the permit with requirements that will document the adequacy of the existing sand filter wastewater treatment system. Project Description: The Department has prepared a draft Article 19 Air State Facility permit for the construction and operation of a series of conveyors, storage silos and an enclosed outdoor storage facility that will store processed clinker. Emissions of Particulate Matter(PM) and PM less than 10 micrograms (PM-10) from the unit are subject to Prevention of Significant Deterioation (PSD) requirements and will be capped at PSD non-applicability levels through the verification of emission rates during stack testing and conditions assuring continued proper operation of the affected control devices. PM and PM-10 emissions will be limited to less than 25 and 15 tons per year respectively.
