Project Description: The Department has received a Title V application from SUNY at Albany, 1400 Washington Ave, City of Albany, Albany County, owned by SUNY at the same address. The facility consists of 4 boilers. The applicant proposes to restrict the potential to emit through enforceable permit conditions to limit/cap at a level which is, for emissions, 1) less than 250 tpy for Volatile Organic Compounds (actual VOC cap-50 tpy),Oxides of Nitrogen (actual NOx cap-100 tpy), Particulate Matter less than 10 microns(PM10), Carbon Monoxide/Sulfur Dioxide-the threshold of 40CFR 52.21 subpart A- Prevention of Significant Deterioration of Air Quality 2) less than 50tpy VOC & less than 100 tpy NOx, the threshold of 6NYCRR 231-2 New Source Re- view in NonAttainment Areas/Ozone Transport Regions, 3) less than 100tpy NOx-the threshold for 6NYCRR 227-2 Reasonably Available Control Technol- ogy, 4) for heat input, less than 250 million BTU/hr, the threshold of 6NYCRR 225-1.7 Sulfur Emissions/Fuel Monitoring, 5) for heat input less 250 million BTU/hr, the threshold of 6NYCRR 227-1.4 Opacity Stack Moni- toring. By accepting state & federally enforceable limits, they will not be subject to the regulation. The applicant agrees to permit conditions to limit emissions by restricting the volume of fuel burned, heat input, or sulfur content of fuel. Permittee is required to maintain records and report data to verify compliance. Application & draft permit are avail- able for review at the Region 4 Office. If comments are received that raise significant issues or relevant information, the Department may modify the permit. In accordance with 6NYCRR Part 621.5(d)(9) and 201-6.4(c) the USEPA has authority to bar issuance of any Title V permit if it is not in compliance with the Clean Air Act or6NYCRR Part 201. |
