Project Description:

The Town of Manchester proposes to extend the water supply and distribution system of the Central Water District into its extension #1 to take for use therein a supply of water estimated to average 21,190 gallons per day from the City of Canandaigua's Canandaigua Lake source. The project includes the installation of 25,600 linear feet of 8-inch water main and appurtenances to serve 82 residences and future growth along Hackettt, Hosey, Smith, Stafford, Minor, Outlet and Faas Roads in the Town of Manchester. The project will require the crossing of the adjacent area of a regulated wetland. The waterline will be located across the road from the regulated wetland. The draft Water Supply and Fresh Water Wetland Permits are available for review and comment at the NYSDEC Region 8 Office.

State Environmental Quality Review (SEQR) Determination: Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.
SEQR Lead Agency: Manchester Town Board
State Historic Preservation Act (SHPA) Determination: A Structural-Archaeological Assessment Form has been completed. The proposed activity will not impact on registered, eligible or inventoried archaelogical sites or historic structures.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment: Comments on this project must be submitted in writing to the Contact Person no later than Sep 29 2000.

Project Description:

The applicant proposes a wetland enhancement project in conjunction with the

U.S. Department of Agriculture (USDA) Wetland Reserve Program. The project site is on the applicant's property, east of State Rt. 21, approximately 3,000 ft. north of the East Williamson Road intersection. The project will construct +/-1 acre of shallow marsh and a pothole / level ditch complex with three excavated areas of approximately .1 acres each. Spoil will be removed from the wetland and incorporated into adjoining upland. Areas disturbed by construction will be re-seeded with an approved seed mixture.

State Environmental Quality Review (SEQR) Determination: Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.
SEQR Lead Agency: None Designated
State Historic Preservation Act (SHPA) Determination: Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
