The facility consists of three flexographic printing presses for printing on polyethylene materials. VOC emissions from the presses are controlled by a regenerative thermal oxidizer. The facility also consists of a plate making operation and a parts washer. Regulations applicable to this facility include 40CFR82F and 6NYCRR Parts 200,201,202,211,215,226 and 234. By acceptance of this permit, the permittee agrees that the permit is continent upon strict compliance with the ECL, all applicable regulations, the General Conditions specified and any Special Conditions included as part of this permit. The stocking rate of the grass carp will be 10-15 fish per vegetated acre, which will result in the removal of about 70% of the aquatic vegetation within the lake. A fish barrier will also be constructed within the outlet stream of Lake Secor to prevent the movement of the triploid grass carp to other water bodies. |

Project Description: The Department has prepared a Draft Permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and Title V of the Federal Clean Air Act Amendments and made a tentative determination to approve this application for the Paxar Corporation facility located in the Town of Orangeburg, Rockland County. The facility is a urethane based fabric coating plant manufacturing items such as labels for the textile industry. Processes involve the formulation and application of surface coatings include three coating lines with ovens and coating stations, reactors, mixing units, storage vessels and sifting operations. Combustion sources burn natural gas and are all exempt based upon heat input. A catalytic afterburner is used as the control strategy when non-compliant coatings are used (emission unit 1-00000). Line E (emission unit 2-00000) will use compliant coatings (2.9 lbs. VOC/gallon). The facility has been permitted to install a new coating line (D-line, emission unit 5-00000). The VOC emissions from this line will be vented to a new catalytic afterburner with an overall removal efficiency of 85%. The potential to emit VOC from this emission unit (5-00000) has been capped to below 24.5 tons per year to stay below 6NYCRR 231 and 40CFR 52 thresholds. Emissions testing of the catalytic afterburner is required within 120 days of Start up of the D-line. Applicable rules include 6NYCRR Parts 228,229,212,211,202,201, 200 and 40CFR 68F. The Standard Inustrial Classification Code for this facility is 2672 - Coated and Laminated Paper. The facility potential air emissions for both VOC's and HAP's exceed the major source pollutant thresholds noted in 6NYCRR Subpart 201-6. Therefore, the facility is subject to the provisions of Title V. By acceptance of this permit, the permittee agress that the permit is contingent upon strict compliance with the ECL, all applicable regulations, the General Conditions specified and any Special Conditions included as part of this permit. The three (3) kilns are used to heat and expand the aggregate. The kilns primarily burn coal, but can also burn distillate oil.
