Negative Declaration

New York County - The NYC Department of Environmental Protection, as lead agency, has determined that the proposed City Water Tunnel No. 1, Shaft 21, will not have a significant adverse environmental impact. The action involves a site selection/acquisition approval pursuant to the Uniform Land Use Review Procedures of the City of New York in order to use a staging area on Block 246, Lot 1, in Manhattan, adjacent to an existing water supply shaft. The existing water supply shaft on Block 246, Lot 13 support structure, must be reconstructed. A permanent easement, approximately 10-15 feet on the north and west side of the support structure, on Block 24, Lot 1, would also be necessary after reconstruction is completed to allow for periodic maintenance of the water supply shaft.

On January 21, 2000, a Type II determination was made in accordance with NYCRR Part 617.5 c (33). Accordingly, a contract was awarded for the emergency demolition of the existing superstructure, due to the dilapidated condition of the building and concern for public health and safety, and the installation of a temporary, pre-engineered steel building on the footprint of the original structure. The temporary building would be used as an interim measure to protect the distribution chamber below grade until the permanent structure is erected. The new permanent structure would be similar in size and shape, 90 feet high and 48 feet by 48 feet square, and be located in the same footprint as the original superstructure. The project is located at South Street, Manhattan, Block 246, Lot 1; 285 South Street, Manhattan, Block 246, Lot 13.

Conditioned Negative Declaration

New York (Bronx) County - The New York City School Construction Authority County, as lead agency, has determined that the proposed P.S./I.S. 194, Bronx School, will not have a significant adverse environmental impact provided specific conditions are met. There will be a 30-day public comment commencing with the date of this notice. The action involves the funding and construction of a new public elementary and intermediate school. The proposed school would be four stories tall and would contain approximately 120,000 gross square feet of space. The project is located at 1301-59 Zerega Avenue, Bronx, New York, Block 3834, Lot 70.

New York (Bronx) County - The New York City School Construction Authority County , as lead agency, has determined that the proposed High School for Law, Government and Justice, Bronx, will not have a significant adverse environmental impact provided specific conditions are met. There will be a 30-day public comment commencing with the date of this notice. The action involves construction of a new high school with a capacity of 733 seats. The site is approximately 23,000 square feet (0.53 acres) in area and rectangular in shape. The project is located at the northern half of Block 2045 (bounded by Sherman Avenue, East 162nd Street, Grant Avenue and East 163rd Street).

New York (Queens) County - The New York City School Construction Authority County, as lead agency, has determined that the proposed Public School 245, Queens, will not have a significant adverse environmental impact provided specific conditions are met. There will be a 30- day public comment commencing with the date of this notice. The action involves construction of a new 400-seat early childhood center. The project site is a rectangular lot containing a total of approximately 15,000 square feet. The project is located at the south corner of the intersection of Seneca Avenue and Stockholm Street (Block 3428, Lot 16), Ridgewood, Queens, New York.

New York (Queens) County - The New York City School Construction Authority County, as lead agency, has determined that the proposed High School for Law Enforcement and Public Safety, Queens, will not have a significant adverse environmental impact provided specific conditions are met. There will be a 30-day public comment commencing with the date of this notice. The action involves construction of a 900-seat high school. The approximately 91,820 sq. ft. site is mostly vacant and cleared, with an occasional grove of trees or mound of dirt on the southern portion of the site. The project is located at Block 12335, Lots 49 and 50, and is bounded by the Long Island Railroad tracks to the north and east, Guy Brewer Blvd. to the west, and the New York City Housing Authority Baisley Park Houses to the south.

New York (Staten Island) County - The New York City School Construction Authority County, as lead agency, has determined that the proposed P.S. 58, Staten Island School, will not have a significant adverse environmental impact provided specific conditions are met. There will be a 30- day public comment commencing with the date of this notice. The action involves construction of a primary school. The site is approximately 581,400 square feet (13.34 acres) and is currently undeveloped and wooded. The school would be a 4-story building totaling approximately 132,000 gross square feet and an approximately 30,00 square foot playground would be provided. The project is located at Marsh Avenue and Westport Street, Block 2450, Lot 305, Heartland Village, Staten Island.

Revised Negative Declaration

New York (Manhattan) County - The NYC Department of Environmental Protection, as lead agency, has determined that the proposed City Water Tunnel No. 3, Stage 2, Shaft 27B, will not have a significant adverse environmental impact. The action involves the proposed construction of a water supply shaft and was previously issued as a Negative Declaration on 05/03/96. A revision to the Negative Declaration was issued 05/09/98 to reflect a change in construction schedules from 42 to 48 months. This revised declaration reflects the following changes to the construction schedule and staging area location:

The proposed project (CEQR No. 00DEP070M) involves the construction of a vertical water supply shaft to connect to City Water Tunnel No. 3. The shaft site would be located in the street bed on the east side of Ninth Avenue between 12th Street and 13th Street in the Borough of Manhattan. The construction staging area would extend south from 13th Street along the east side of Ninth Avenue for approximately 219 feet (previously 128 feet) and west within the street bed approximately 30 feet. Upon construction of the shaft, a subsurface distribution chamber would be built on top of the shaft. The distribution chamber would be approximately three feet below grade with entrance to the chamber through two 5x3 foot hatchways flush with the sidewalk. A 10 foot, 14-inch diameter air vent and the two hatchways would be the only above-ground elements of the proposal. No Uniform Land Use Review Process (ULURP) approvals are required. The project is located at Holland Tunnel Rotary, Manhattan, adjacent to the west side of Block 628, Lot 4, in the street bed.
