Project Description: The Department proposes to issue a State Facility Permit for an application that was received for General Electric Turbine Plant at 1 River Road, Schenectady, NY 12345, in Schenectady County, owned by General Electric Co. of Fairfield, CT. Operations at the River Road facility consist of the manufacture of steam turbines and generators, testing of gas turbine combustor units, and research and development to support steam turbine generator manufacturing. The project is to be constructed in Building 66 at the River Road facility and consists of an emission unit with four emission points, sources that include a new spray paint booth and portable spray paint booths using only compliant coatings, and filters to control source emissions. The applicant proposes capping volatile organic compound (VOC) emissions at the emission unit level with an annual maximum limit rolled monthly to avoid triggering New Source Review (NSR) requirements. Permit conditions will require weekly monitoring activities, limit VOC emissions through the tracking of emissions with record keeping procedures to meet regulatory requirements, and will require the maintenance of records and the reporting of data to verify compliance. Project Description: The Department has proposed a Title V permit for the application that was received for Von Roll Isola USA Inc., at One West Campbell Road, Town of Rotterdam, Schenectady County, owned by Von Roll Isola, of Schenectady, NY. The facility is primarily engaged in the manufacture of electrical insulating and related materials. The solids manufacturing is based in Building RV14 where surface coating operations coat or impregnate glass cloth, fibers, mineral mica and other materials. The liquids manufacturing is based in Building RV33 where varnishes, intermediates, and related materials are manufactured for application in the solids area or shipped off-site. The applicant has agreed to permit conditions in order to demonstrate the emissions from the facility meet regulatory requirements. The applicant will be required to maintain records and report this data to verify compliance with permit conditions and limits. The application and draft permit are available for review at the Region 4 Office. In accordance with 6NYCRR Parts 621.5(d)(9) and 201-6.4(c), the Administrator of the US Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201. |
