Project Description:

The Department has made a tentative determination to approve an application for a new permit to authorize an existing discharge of up to eight million gallons per day of treated municipal wastewater from the Glen Cove Sewage Treatment Plant to Glen Cove Creek. A draft permit, which is available at the regional office for inspection and comment, sets forth water quality based effluent limitations for the following parameters: copper, silver, chlorine, nickel, lead, zinc and cadmium. The draft permit includes higher interim discharge limits for copper, silver and chlorine. These interim discharge limits for copper and silver are contingent upon the results of a quantification and removals study for these two metals the City will be required to complete within 18 months of final permit issuance. The interim chlorine limit is included with a compliance schedule to allow the City time to install plant improvements necessary to meet the final limit. The facility is located on Morris Avenue in the City of Glen Cove.

Operations at the facility consist of commercial printing including pre-press, lithographic and flexographic printing processes, bindery and finishing operations. The facility has three lithographic sheet-fed print lines and two water based flexographic printing lines. The permit will contain federally enforceable conditions limiting emissions of volatile organic compounds (VOC) to 24.5 tons per year.
