Project Description:

The applicant proposes a modification of the previously approved Mined Land Use Plan consisting of increasing the depth of the15.3 acre mine by approximately 25 feet (which will continue to be above the local groundwater table); the addition of 0.8 acre for equipment storage; and the addition of a small wash plant capable of processing 100 tons of material per hour. The wash plant will have a recycling wash water system, with no off-site discharge of process water. The reclamation objective for the new acreage is meadow, which is the same as the reclamation objective for the excavation areas of the mine. The estimated life of the mine is 15 years.

State Environmental Quality Review (SEQR) Determination: Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

Project Description:

The applicant proposes to collect approximately 36,000 waste tires from residents during Chautauqua County's tire amnesty program for use in a highway reconstruction project. The tires will be baled together for use as a road subgrade for a 200 foot section of County Road (CR) 342 (Touring Route 71, Kabob Road), located approximately 4,500 feet south of the intersection of CR 342 and CR 310 in the Town of Stocton. The tires will be baled at the Ellery Landfill. Each tire bale will consist of approximately 100-125 tires, bound together using steel stainless cable; each will be approximately 4' x 5' x 2 ' in dimension; and weigh approximately 2,000 pounds. The existing 200 foot section of CR 342 roadbed material will be excavated; filter fabric underlayment will be installed; tire bales will be placed over the fabric as a subgrade; granular material will be used to fill voids; eighteen inches of gravel will be used to cover the bales and four inches of asphalt concrete will be placed over the gravel as the final road surface.

Project Description:

The applicant proposes to construct up to nine irregular shaped potholes each of which will be between .25 and .5 acres in surface area and about 475 feet of level ditches with irregular bottoms two to four feet deep. The ditches will connect several of the potholes. The potholes and ditches will be excavated in a Class IV freshwater wetland identified as WW-3 and its adjacent area. The project which is on the north side of Quarry Road, 1500 feet west of the intersection with Green Bay Road is proposed under the Wetlands Reserve Program (WRP) which is administered by the National Resources Conservation Service.
