Project Description:

The Department has made a tentative determination to approve this application for a modification of an existing permit to discharge 120,000 GPD of treated sanitary wastewater to an unnamed tribuatary of the Batavia Kill. The modification involves a relocation of the outfall to the Batavia Kill by the construction of a small diameter surface discharge sewer, approximately 3600 feet in length. Project Description:

The Department proposes to issue a Title V permit for the application received for Isola Laminate Systems Corp, located at 1 Mechanic Street, Hoosick Falls, Rensselaer County, owned by Isola Laminate Systems Corp of LaCrosse, Wisconsin. The facility is an electronic-grade copper laminate manufacturing plant. The facility includes fiberglass cloth coating lines with coating ovens, resin preparation tanks, a thermal oxidizer, director flame afterburner, laminate press, edge trimmer, dust collector and storage tanks. In order to remain below the applicable threshold for 6NYCRR Part 212.10(a)(2), Reasonably Available Control Technology (RACT) for Volatile Organic Compounds, the applicant has proposed restricting the potential to emit through enforceable permit conditions which will limit or cap emissions at a level of less than 50 tons per year of VOCs. The applicant has agreed to permit conditions which will limit VOC emissions by restricting production. The applicant will be required to maintain records and report this data to verify compliance with permit conditions and limits. The application and draft permit are available for review at the Region 4 office. In accordance with 6NYCRR Parts 621.5(d)(9) and 201-6.4(c), the Administrator of the US Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V facility permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.
