The existing facility located at 49 S. 2nd St, Brooklyn, (aka Brooklyn Cane Refinery and aka Tate & Lyle North American Sugars Inc.) manufactures granular and confectioners sugar in bulk quantities and in various bag sizes; also, bulk quantities of liquid sugar and syrup for brown sugar products. The facility includes a centralized steam production capability, power generation facilities and support operations for revivication of filtration and decolorization medium. This facility is a major source for Oxides of Nitrogen (NOx), Sulfur Dioxide (SO2), Carbon Monoxide (CO) and Particulate Matter (PM10), therefore a Title V permit has been submitted. Comments of support or objection may be made by filing a written statement by the deadline date indicated. DEC may schedule a public hearing based upon an evaluation of the nature and scope of any written objections raised. Project Description: Con Edison has submitted an application to establish Emission Reduction Credits (ERCs) resulting from the future shutdown of its Waterside Generating Station located at 700 First Avenue, NY, NY (Manhattan County.) Waterside is a steam generating facility subject to 6NYCRR Part 201 consisting of four very large boilers each capable of burning residual oil, distillate oil and natural gas. Two of the boilers are rated at 928 million Btu/hour and the remaining two boilers are rated at 1,382 million Btu/hour. The ERCs resulting from the shutdown of the Waterside plant are proposed to be used by Con Edison at their East River Repowering project located at 801 E. 14 St., NY, NY. The future shutdown of Waterside will result in gross emission reductions for each emission reduction contaminant as follows: VOC = 47.1 TPY; Nox = 899.1 TPY; PM-10 = 70.4 TPY; CO = 206.9 TPY. For PM-10 and CO, the full amount of the ERC is available to the applicant for use as offsets. For VOC and NOx, as per 6NYCRR Part 231-2.6, 25% of the ERCs are retained by the Department. The remaining 75% of the NOx and VOC ERCs, amounting to 674.3 TPY for NOx and 35.3 TPY for VOC, are available to the applicant for use as offsets. The Department recommends approval of this Emission Reduction Credit application. |

Project Description: The department has drafted a permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and Title V of the Federal Clean Air Act Amendments and made a tentative determination to approve this application for an existing facility, Poletti Power Project, located at 31st St. & 20th Ave., Queens. The facility is located on the shore of the East River in Astoria, Queens, and is part of the NYS Power Authority. The 825,000-kilowatt plant is a steam-electric power plant. The plant consists of one 8,266 mmbtu/hr Foster Wheeler Boiler and one auxiliary 217 mmbtu/hr Foster Wheeler Boiler which are contained in one emission unit. The facility also fires small quantities of on-site generated waste oil which is blended with #2 fuel oil prior to firing.
