As the result of a facility shutdown the applicant proposes to surrender the existing Article 19:Title V facility permit for its' folding carton production plant. The applicant has submitted facility registration certificates for the two 25.1 mm BTU/hr boilers that will remain in operation to heat the building. The applicant has also applied for an Emission Reduction Credit of 89.2 tons per year of Volatile Organic Compounds emissions that were previously permitted and are now available for certification and transfer.

Project Description:

The Department has prepared a draft permit and made a tentative determination to approve this application for existing emission sources at the applicant's industrial paper and non-woven fabric manufacturing facility. At this facility various papers or fabrics are formed, coated/saturated and dried/cured using three different paper machines. Processes performed on the three paper machines are grouped together as Emission Unit U-PAPER and regulated under 6 NYCRR Parts 212 and 228. Emissions of formaldehyde and 1,3-dichloro-2-propanol have been limited in order to comply with the requirements contained in Section 212.4. Monitoring and recordkeeping of formulations produced and resulting emissions of these contaminants are required in order to demonstrate compliance with the limits. Coating processes must also use compliant coatings as specified in Section 228.7 which limits the quanity of volatile organic compounds (VOC's) emitted during coating. Emission Unit U-MIXRS is for the coating mixer and is regulated under 6 NYCRR Part 212. Emission Unit U-BOILR is the two dual fueled (natural gas/No.6 fuel oil) boilers rated at 43.4 mm BTU/hr and 32.5 mm BTU/hr. These boilers are regulated under 6 NYCRR Part 227. Emissions of Sulfur Dioxide(SO2) and Oxides of Nitrogen (NOx) from this facility are capped at 169 tons per year and 83 tons per year respectively. These caps were established in 1995 to prevent the need for a full Prevention of Significant Deterioration (PSD) review under 40 CFR 52.21(i) when paper machine No. 8 was installed. The cap on NOx emissions also serves to cap the combustion units out of Reasonably Available Control Technology (RACT) requirements contained in 6 NYCRR, Subpart 227-2. Pulp from the waste paper is recovered by dissolving the material in the Broke Beater and the Broke Washer. These sources constitute Emission Unit U-BROKE which is regulated under 6 NYCRR Part 212. In addition to the pollutants listed the facility is also regulated for the following pollutants; Carbon Monoxide, Hazardous Air Pollutants, Particulates and Sulfuric Acid. The facility has the potential to emit SO2 and Hazardous Air Pollutants above the Title V major source thresholds. The application, draft permit and relevent materials are available for review at the Warrensburg DEC office. Comments of support or objection may be made by filing written statement by the comment deadline date. DEC may schedule a public hearing based upon the nature and scope of issues raised. Hearing notices will contain instructions on filing for party status and submitting comments. In accordance with 6 NYCRR Parts 621.5(d)(9) and 201-6.4(c) the administrator of the USEPA has the authority to bar issuance of any Title V Facility Permit if it is determined not to be on compliance with applicable requirements of the Clean Air Act or 6 NYCRR Part 201.
