Project Description:
 The Department has received an application and has prepared a draft Air Pollution Control Permit to modify equipment used in the Hardener Manufacturing Operations within Bays 10 & 11 of Building 304 at Eastman Kodak Company's (Kodak) Kodak Park Facility located within the City of Rochester and the Town of Greece in Monroe County. The Hardener Manufacturing Operations are included in Emission Unit U-00060,along with other Batch Synthetic Chemical Manufacturing operations in Buildings 301, 303, and 304. Sources included in U-00060 are subject to an alternate emission limit for Volatile Organic Compounds (VOC) in order to comply with the Reasonably Available Control Technology (RACT) requirements found in NYS Air Pollution Control Regulations at 6NYCRR Part 212. Recently, the Department has completed its review of Kodak's 5 year re-evaluation of RACT for the emission-point based permits associated with U-00060 (301-5, 301X1, 301X2, 303A8, 303X1, 303X2, 304-3, 304A0, 304X1, and 304X2). Kodak's report concluded that, due to process improvements, the limit of 245 tons per year(TPY) for the combined total VOC emissions from the 10 emission points can be lowered to 200 TPY. The Department has decided to approve the RACT re-evaluation and will modify the emission point-based permits to show the new alternate emission limit for 6NYCRR Part 212 compliance to be a combined 200 TPY. Currently, emissions from Hardener Manufacturing Operations in Bays 10 and 11, are included in the emission point (EP) permit for EP 304X2, which actually represents an aggregate of several emission points. Through this modification, the specific emission point (EP 304B0) venting these emissions will be identified in the permit. Emissions from EP 304B0 will be included in the 200 TPY VOC limit. A permit condition has been included in the draft permit that reflects this. In order to ensure that the project to modify the equipment will not be subject to the federal New Source Review for Attainment Areas, 40 CFR 52.21 Prevention of Significant Deterioration (PSD), Kodak has proposed permit conditions for EP 304B0 which will limit the increase in VOC and Particulate emissions below the significance levels that would require a PSD review. The application and draft permit are available for review at the Region 8 Office of the New York State Department of Environmental Conservation.

Project Description:
 The Department has made a tentative determination to approve a short-term SPDES permit for the purpose of testing the subsurface injection capabilities on four of six existing brine wells at the Avoca Natural Gas Storage facility (ANGS). The project site is on the north side of Reservoir road, approximately 1 3/4 miles southwest of the State Rt. 415 intersection. Testing will be done by the injection of brine, with well pressures and volumes of brine injected being the major well parameters being monitored. The depths of the wells, the bottom hole locations and the rock formations being tested for brine disposal are included in the application documents and the well testing protocol. Each well will be tested individually to determine if the long-term disposal capabilities of the wells is sufficient to complete the construction and development of the ANGS project as it was originally designed. Nominal flows during the test will be 200-230 gallons per minute(gpm). The total duration of the test is anticipated to be 23-24 days. A copy of the draft permit and the testing plan is available at the DEC Region 8 office in Avon, and at the Avoca Town Hall.

Project Description:
 Applicant proposes to construct an armor stone revetment 270 ft. long on property at 8327 and 8329 Lake Street, Sodus Point. The large rock rip-rap structure will be landward of remnants of an old breakwall in Lake Ontario. A temporary road will be constructed downslope at 8329 Lake Street and removed upon completion of the project. The project will tie into their similar structure at 8325 Lake Street, to the west, and tie into the bank at the eastern property line on 8329 Lake Street.
