Project Description:
 Project Description: The Applicant, Heritage Power, L.L.C., proposes to construct and operate a combined cycle electric generating facility consisting of two General Electric Steam and Gas (STAG) 107H system combustion turbine generators (CTG), two heat recovery steam generators (HRSG), two steam turbine generators (STG) and associated balance-of-plant systems and facilities. The primary fuel will be natural gas and 0.05% low sulfur fuel oil will be used for back-up. The Oswego municipal water supply will provide the 3.7 million gallons per electric generating capacity of the proposed Facility will be e nominal approximately 800 megawatts (MW). The proposed facility will be located on land which is part of the existing Independence Station electric generating facility. The project site is on County Route 1A, east of the City of Oswego, in the Town of Scriba, Oswego County. The project also requires a Certificate of Environmental Compatibility and Public Need to construct and operate, and is subject to review pursuant to Article X of the New York State Public Service Law (Siting of Major Electric scheduled for September 26 in Oswego, New York. More detail on this project, application, draft permit, review of permit documents, submission of comments, and legislative hearing have already been published in the August 9, 2000 edition of the ENB in the hearing section as an announcement of public comment period and combined notice of complete application, public hearing and issues conference.

Located at RBC wastewater treatment plant at the applicant's facility in Tioga Center, Tioga County. The applicant is replacing existing on-site seepage pits.
