Project Description:
 The Department proposes to issue a State Facility Permit for an applica- tion that was received for General Electric Turbine Plant at 1 River Rd, Schenectady, NY 12345, in Schenectady County, owned by General Electric Co. of Fairfield, CT. Operations at the River Rd. facility consists of the manufacture of steam turbines and generators, testing of gas turbine combustor units, and research and development to support steam turbine generator manufacturing. General Electric proposes to relocate the exis- ting Nott St. operations, which consist of processes associated with generator manufacturing (coating operations, curing ovens, test bunkers, laser welding, finishing operations, etc.) to the River Rd. facility. As a result of the relocation,several of the permitted sources located at River Rd. will be impacted. The sources (autoclaves and presses) are also included in the application. The factility proposes capping emissions of volatile organic compounds, oxides of nitrogren, and sulfur dioxide emis- sions on an annual basis to avoid triggering new source review (NSR) re- quirements and Hazardous Air Pollutant (HAP) emissions on an annual basis to avoid triggering National Emissions Standards for Hazardous Air Pollu- tants (NESHAP) requirements. The facility has capped VOC emissions from several emission points on an hourly basis to avoid triggering Reasona- bly Available Control Technology (RACT) requirements. The applicant has agreed to permit conditions which limit VOC, NOx, SO2, HAP emissions through tracking emissions with record keeping procedures to meet regul- atory requirements, and will be required to maintain records and report data to verify compliance with permit conditions and limits. Project Description:
 The Department of Environmental Conservation (DEC) has received an application to re-issue the following EPA minor Private/Commercial/In- stitutional State Pollutant Discharge Elimination System (P/C/I SPDES) permit. DEC has made a tentative determination to re-issue this permit for a five-year period, maintaining the current effluent limitations and monitoring and reporting requirements. This permit involves the surface discharge of 6,100 gallons per day of treated sanitary waste to the Cobleskill Trib. Additional information including the current permit, renewal applications, and supporting documentation may be obtained from or inspected at the NYSDEC central office in Albany. Substantive comments on the permit or requests for hearing or both must be submitted in writing to the contact person. SPDES Number: NY024 2322
