Project Description:
The Applicant proposes to add 11.4 acres to the Life Of Mine, to a presently permitted 25 acre sand and gravel mine, for the purpose of extracting a clay deposit and unconsolidated gravel and sand. The project is located within two contiguous land parcels totaling 54 acres owned by the applicant. The mine is located on the east side of Seven Springs Road, 0.3 miles south of its junction with NYS Route 33, in the Town of Stafford, Genesee County. The proposed mining operation consists of a 6-phased program, beginning with phase 2, by which the deposits will be removed over an estimated 15 year period. Excavation will proceed in a south to north direction originating from the presently permitted mining area (phase 1). Topsoil and overburden will be stripped and stockpiled in berms designed to minimize visual and noise impacts along the west side of the expansion area. Material will be excavated by front-end loaders and hydraulic hoe, mechanical equipment standard to the mining industry. The material will be processed as sand, graded gravels and sands, silts, clays and graded stone, which will be stockpiled on the mine floor. Currently permitted on-site processing includes screening and crushing which is used to produce the various grades of sands and gravels. Storm water runoff will be contained and controlled in the mine area by the use of a temporary sediment basin located at the east side of the site. Upon termination of mining activities, all disturbed areas will be reclaimed by grading and re-vegetation, as identified on the applicant's reclamation plan map. Project Description:
The Department has prepared a draft Title V facility permit for the applicant's existing facility, Lartique Station located at 15-17 Lawn Street in the City of Rochester, Monroe County. The facility is a district or central steam production plant serving downtown Rochester buildings with steam for building heating, domestic hot water heating, and some process needs. The facility has one Emission Unit, 1-BOILR, composed of four boilers, which have natural gas as their primary fuel, but can use No. 2 Fuel Oil. This facility is considered a major stationary source and will need to obtain a Title V permit because it has the potential to emit 100 tons per year (TPY) or more of Carbon Monoxide(CO) and Oxides of Nitrogen (NOx). In order to cap the facility's emissions below the threshold for applicability of federal Prevention of Significant Deterioration (PSD) regulations (40CFR 52.21, Subpart A), the permit includes conditions which restrict the facility's potential to emit both CO and NOx to 245 tons per year. The application, Draft Permit, supporting materials, and regulations are available for review at the Region 8 NYSDEC office. Written comments in support or objection must be filed at the Region 8 office by the date below. If comments raise significant issued, the Department may hold a public hearing and/or modify the draft permit. In accordance with 6NYCRR Parts 621(d)(9) and 201-6.4(c), the Administrator of the U.S. Environmental Protection Agency (US EPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements the Clean Air Act or 6NYCRR Part 201.

Project Description:
The applicant proposes to construct and operate a landfill gas recovery system at their municipal, sanitary landfill located at 3579 County Road 49 in the town of Seneca, Ontario County. The facility consists of two closed and one active landfills. The Title V Permit will include a compliance schedule for the completion of the design and construction of the collection and control system. The application and draft Title V permit are available for review at the Region 8 Avon office. Comments must be received within the thirty day period ending on the last filing date indicated. The Department may modify the draft permit based upon significant or important information raised during the comment period. In addition, the Administrator of the US EPA has the authority to bar issuance of any Title V permit determined not to be in compliance with the Clean Air Act or 6 NYCRR Part 201. The US EPA will review this permit concurrently with the thirty day public notice. If the US EPA does not raise any objections during this period, the Department may issue the final draft permit as a Title V permit. x

Project Description:
The Steuben County SWCD proposes to removal gravel shoals from two locations in the Cohocton River. The project sites are on the east side of State Rt. 415, approximately 2,500 ft. south of the Rt. 333 intersection. The work will be done using rubber tired equipment working from the stream banks. Material will be removed off-site by the Town of Campbell Highway Department for use in local town road maintenance projects. Disturbed ares will be stabilized and re-seeded. Approximately 6,900 c.y. of material will be removed. The project is intended to increase channel capacity and alliviate an existing stream bank erosion problem.

Project Description:
The applicant proposes a wetland restoration/enhancement project on his property in the Guyanoga Valley. The project site is on the east side of State Rt. 29, approximately 2,500 ft. south of the State Rt. 31 intersection. The project is being done under the USDA Wetlands Reserve Program (WRP), and will consist of the construction of potholes interconnected by level ditching. Some excavated spoil will be used to construct an earthen berm to impound +/-5 acres of shallow marsh. The project is intended to create additional wetland habitats in this existing wetland by the creation of open water and emergent/submergent covertypes.
