 THE DEPARTMENT HAS PREPARED A DRAFT PERMIT AND MADE A TENTATIVE DETERMINATION TO APPROVE AN APPLICATION FOR AN AIR STATE FACILITY PERMIT FOR INDUSTRIAL PAINT SERVICES CORPORATION FOR THEIR FACILITY LOCATED AT 60-62 W. MAIN STREET, OWEGO, NY 13827. THE DRAFT PERMIT IS FOR A METAL FINISHING FACILITY THAT APPLIES POWDER AND LIQUID COATINGS TO MISCELLANEOUS METAL PARTS AND PRODUCTS. EMISSION SOURCES AT THE EXISTING FACILITY CONSIST OF VARIOUS SURFACE COATING OPERATIONS AND CURING OVENS THAT EMIT VOLATILE ORGANIC COMPOUNDS (VOCS), HAZARDOUS AIR POLLUTANTS (HAPS) AND PARTICULATES. THE APPLICANT HAS REQUESTED FEDERALLY ENFORCEABLE PERMIT CONDITIONS WHICH WILL LIMIT THE FACILITY'S POTENTIAL TO EMIT (CAP) SPECIFIC POLLUTANTS TO BELOW THE APPLICABILITY LEVELS OF 6 NYCRR PART 228, AND TITLE V (40CFR70) OF THE CLEAN AIR ACT AMENDMENTS OF 1990. BY ACCEPTING THESE STATE AND FEDERALLY ENFORCEABLE EMISSION LIMITS AND CONDITIONS THE FACILITY WILL NOT BE SUBJECT TO THESE REQUIREMENTS. THE FACILITY WILL BE SUBJECT TO ALL OTHER APPLICABLE REQUIREMENTS OF 6 NYCRR SUBCHAPTER A. THE PERMITTEE WILL BE REQUIRED TO MAINTAIN RECORDS AND REPORT THIS DATA TO VERIFY COMPLIANCE WITH PERMIT CONDITIONS AND LIMITS. THE DRAFT PERMIT WITH CONDITIONS, APPLICATION AND RELEVANT INFORMATION ARE AVAILABLE FOR REVIEW AT THE REGION 7 CORTLAND OFFICE.
