 The Department has made a tentative determination to approve this application for a new SPDES permit to discharge up to 1480 gallons per day (gpd) to groundwater from a curing oven air emissions scrubber and sanitary wastewater at the applicant's manufacturing facility (Outfall No. 001). Operation of the air scrubber (an odor control device) also requires modification of the facility's existing air permit for the curing oven (EPID# 00005). The applicant manufactures rotary power tool accessories and rubberized abrasives at their plant located on the west side of NYS Route 97, south of Hoolihan Brook Road in the hamlet of Long Eddy, Town of Fremont, Sullivan County. A draft permit is available for inspection and comment at the regional office.

 SUNY New Paltz is a four year State University located in the Village of New Paltz, Ulster County, New York. A Central Heating Plant consisting of two (2) 60mmBTU/hr and one (1) 30 mmBTU/hr boilers supply heat and steam to the facility campus. Each boiler fires No. 6 fuel oil or natural gas. Potential emissions for sulfur dioxide and nitrogen oxides exceed major stationary source thresholds. Therefore, this facility is subject to Title V Air Facility Permitting. Applicable requirements include sulfur in fuel limits (6NYCRR Part 225).Particulate limits (6NYCRR Part 227), opacity (6NYCRR Part 227)and NOx reasonably available control technology (6NYCRR Part 227). The standard industrial classification representation of this facility is 8221-colleges, universities, and professional schools. By acceptance of this permit, the permittee agrees that the permit is contingent upon strict compliance with the ECL, all applicable regulations, the general conditions specified and any special conditions included as part of this permit. In accordance with 6NYCRR Part 621.5(d)(9) and 201-6.4. The Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with the applicable requirements of the Clean Air Act of 6NYCRR Part 201. The application and Draft Permit are available for review at the regional office of the New York State Department of Environmental Conservation.
