Project Description:
 The Department has made a tentative determination to approve modifications for an Air State Facility, Solid Waste Management and State Pollutant Discharge Elimination Permits for AES Eastern Energy, L.P. for its facility AES Cayuga, L.L.P. located at 228 Cayuga Drive, Lansing,NY. The proposed modifications are necessitated by the applicant's proposal to add Selective Catalytic Control (SCR) to reduce facility emissions of Nitrogen Oxides (Nox). In the SCR process, vaporized ammonia is injected into the flue gas downstream of the boiler. The proposed air permit would allow the installation of the proposed pollution control equipment. The proposed State Pollutant Discharge Elimination System (SPDES) permit would be modified to establish action levels for monitoring for ammonia. The Solid Waste Management permit which regulates the facility's ash landfill is proposed to be modified to monitor for the presence of ammonia in the ash. Draft permits, application materials and other relevant information are available for review at the DEC office at 1285 Fisher Avenue, Cortland, NY during normal business hours.
