Project Description:
 The Department has made a tentative decision to approve an application for an Air State Facility Permit from Barrett Paving Materials, Inc. (Barrett) for their asphalt plant located at Roundhouse Road, Binghamton, NY. The facility consists of one hot mix asphalt plant and associated control equipment used in the manufacturing of asphaltic concrete. The hot mix facility includes one 5 ton batch plant. The batch plant has one process source (dryer) and one primary control. Barrett has requested federally enforceable permit conditions that will limit (cap) the facility's potential to emit Carbon Monoxide (CO) to less than 100 tons per year. This will be accomplished by limiting production of asphalt to 580,000 tons per year, on a 12-month rolling average basis. Other federally enforceable limits (caps) include Oxides of Nitrogen (NOx) to less than 100 tons, Sulphur Dioxide (SO2) to less than 100 tons, Volatile Organic Compounds (VOCs) to less than 50 tons, Hazardous Air Pollutants (HAPs) to less than 25 tons total and less than 10 tons for any individual HAPs and Particulates to less than 100 tons. By accepting the state and federally enforceable emission limits and conditions, Barrett will not be subject to Title V (40CFR70) of the Clean Air Act Amendments of 1990. The facility will be subject to all other applicable requirements of 6 NYCRR Subchapter A. The permittee will be required to maintain records and report this data to verify compliance with permit conditions and limits. The permit application, draft permit, relevant supporting materials and regulations are available for review during normal business hours at the Region 7 Cortland DEC office.

THE FACILITY BLENDS, STORES AND DISTRIBUTES LIQUID ASPHALT PRODUCTS. THERE ARE TWO (2) PRODUCTION OPERATIONS AT THE FACILITY: A MODIFIED ASPHALT PROCESS AND AN EMULSION ASPHALT PROCESS. PROCESS OPERATIONS INCLUDE: RAW MATERIAL & FINISHED PRODUCT STORAGE TANKS, CHEMICAL FEED & MIX TANKS, MILLING OPERATIONS AND FINISHED PRODUCT LOADING RACKS. Project Description:
 This application is based upon a remediation to Tributary #41 (Trib #41) of Skaneateles Creek on the property previously owned by Mr. Coleman at 935 Mottville Road, Skaneateles (T). The existing channel of Trib #41 had been filled with earth and an undersized culvert had been installed beneath the fill to carry the tributary's water through the fill. This fill created a barrier/dam which impeded stormwater. This fill and culvert are to be removed and a new stone lined channel, approximately 120 feet in length, will be installed.
