 The applicant proposes to construct a 125' long x 3' high earthen dike and a 150' long x 6' high earthen dike with a water level control structure for a 2.4 acre wetland marsh construction and excavate 3 waterfowl nesting potholes, each approximately 6000 square feet in surface area in or within 100' of regulated Freshwater Wetland GO-3, a 1080 acre Class II mixed wet meadow and shrub swamp. Located north of Small Flats Road approximately 6 miles northeast of the Village of Gouverneur.
