Project Description:
The Department has received a Title V application from Honeywell, Tibbits Ave, Green Island, Albany County, which manufactures friction materials for automotive brake lining. The applicany proposes to restrict the potential to emit through enforceable permit conditions which will limit/cap at a level which is for emissions 1) less than 250tpy sulfur dioxide (SO2)-the applicability threshold of 40CFR 52.21 subpart A, Pre- vention of Signficant Deterioration of Air Quality (PSD), 2) less than 50 tpy VOC and 100 tpy NOx, the applicability threhold of6NYCRR 231-2, New Source Review in NonAttainment Areas & Ozone Transport Regions, 3) less than 50 tpy VOC, the applicability threshold for 6NYCRR 212.10, Reasonably Available Control Technology (RACT) for VOC. By accepting these state and federally enforceable limits the facility will not be subject to the regulation. The applicant has agreed to permitconditions which will limit emissions by restricting the volume of fuel burned, the sulfur content of the fuel, pH level of caustic solution, and mineral oil content of cerametallic mix. Other parameters will betracked including liquid/dry resins, Rl-11 resin production, and frictionmaterial produc- tion so that overall emissions remain less than the abovethresholds. Permittee will be required to maintain records and reportdata to verify compliance with permit conditions and limits. The draftpermit and application are available for review at the Region 4 Office. The Department has received an application from St. Clare's Hospital for modification to an existing air pollution control permit for three stationary combustion sources discharging from Emission Unit Boiler, located at 600 McClellan St., Schenectady, NY, Schenectady County. This modification is being proposed by the applicant for the purpose of restricting the potential to emit from this emission source which will cap emissions at a level which is below the 100 tpy applicability threshold for Title 6 NYCRR Part 201. By accepting these state and federally enforceable limits, this source will not be subject to Title V regulations. The applicant has agreed to permit conditions which will limit emissions of Carbon Monoxide, Nitrogen Oxide and Sulfur Dioxide to less than 100 tpy, VOC's to less than 50 tpy, and Total HAP's to less than 25 tpy. This is achieved by limiting the #2 fuel oil usage to 846,848 gallons during any 12 month period. The permittee will be required to maintain records and report this data to verify compliance with permit conditions and limits. The Department has received an application for a Title V facility permit for existing air pollution discharges at the Tennessee Gas Pipeline Company (TGP) natural gas compressor station 249, located on US Route 20, Carlisle, New York, in Schoharie County. TGP is required to obtain a Title V facility permit as specified in Title 6 NYCRR Part 201-6 due to potential emissions of Carbon Monoxide (CO) and Nitrogen Oxide (NOx) greater than 100 tons per year. This facility consists of two compressor engines. All other sources are considered exempt and trivial. TGP will be required to conduct monitoring, record keeping, and source testing to demonstrate compliance with all State and Federal regulations.
