Project Description:
 The applicant proposes to construct and operate a steel joist/deck manufacturing facility on a 100 acre parcel located south of Co. Rt. 60 (Old Rt. 17 ) and east of Railroad Street in the hamlet of Chemung. A wastewater treatment plant will be constructed with a discharge to the Chemung River, and a natural gas pipeline from Wellsburg generally following Old Rt. 17 will be constructed. A new rail spur will enter the site. Because this facility has the potential to emit over 50 tons per year (TPY) of Volatile Organic Compounds (VOC), it meets the definition of a major stationary source of air contaminant emissions and therefore must be in compliance with the state regulations for New Source Review in Non-Attainment Areas and Ozone Transport Regions ( 6NYCR Part 231-2). To comply with Part 231-2, the facility needs to apply of Lowest Achievable Emission Rate (LAER) to VOC emissions and to provide VOC emission offsets of 1.15 TPY for each 1 TPY of VOC that the facility proposes to emit. The facility will apply LAER by using water-based coatings with low VOC content in its joist, bridging and decking operations. Based on anticipated VOC emissions of 155.9 TPY, the facility has acquired 181.05 TPY of emission offsets from the following sources: General Electric (31.48 tons); ITT Automotive (18.89 tons); General Motors (100 tons) and Karg Bros. (30.68 tons). Within the first 12 months of operation, the facility will be required to submit an application for a Title V Facility permit. The application and draft permit are available for review at the Region 8 NYSDEC office.

Project Description:
 The applicants propose to reconstruct approximately 1240 L.F. of agricultural drainage ditch within NYS regulated wetland PO-3. The project site is +/-3000 ft south of NYS Rt. 436, approximately 2000 ft. east of the Erie-Lackawanna RR right-of-way. The work will be done with a tracked excavator and bulldozer. Excavated material will be side-cast and mounded to prevent re-entry into the restored ditch. Exposed soil will be re-vegetated. Impacts to the wetland from the project will not be significant or adverse. Water flow will be directed to the wetland.

Project Description:
 The applicant proposes to develop and operate an unconsolidated sand and gravel pit. The mine will operate as a traditional surface extraction of sand and gravel by mechanized equipment standard for these types of mining operations. Materials will be processed using screening and crushing, and no mining will occur below the local water table. Final reclamation will restore the site to agricultural use. The Life of Mine area is 10.19 acres. The mine is located on County Road 8, approximately 3,000 feet north of the Collett Road West intersection in the Town of Farmington, Ontario County. Application materials are available for public review and comment at the Regional Office of NYS DEC.

 THE APPLICANT PROPOSES TO INSTALL A 6 INCH DIAMETER SEWER FORCE MAIN ACROSS THE REGULATED WETLAND ASSOCIATED WITH RED CREEK GENERALLY 800 FEET WEST OF THE RED CREEK SCHOOL. WASTEWATER WILL BE CONVEYED TO AN EXISTING WASTEWATER TREATMENT PLANT PRESENTLY OWNED BY THE RED CREEK TRANSPORTATION CORPORATION. THE AUTHORITY PLANS TO ACQUIRE THE TREATMENT PLANT. THE TREATMENT PLANT IS CAPABLE OF RECEIVING THE WASTEWATER AND TREATING IT SO THAT EFFLUENT PERMIT REQUIREMENTS ARE MET. THE NEW SERVICE AREA INCLUDES THE SCHOOL AND HOMES IN THE IMMEDIATE VICINITY OF THE SCHOOL.
