Project Description:
This Department has received a request to modify an existing permit and has drafted an Article 19 (Air Pollution Control) of the Environmental Conservation Law, an Air State Facility Permit, at the facility located at 695 West End Avenue, Carthage, NY 13619 which manufactures paper for Emission Unit 3-PULPR. This permit includes Federally enforceable conditions to limit sulfur dioxide by limiting the number of gallons of #6 fuel oil burned and considered to "cap" emissions below the applicable threshold level set forth in 6 NYCRR Part 201. Also within 30 days of the issuance of the permit, submit a stack testing protocol to demonstrate compliance with 6 NYCRR Part 212 for chlorine. The draft permit with conditions is available for review in the Region 6 NYSDEC Office in Watertown, NY.
