Project Description:
 The Department has drafted a Title V facility permit for the applicant's facility located on NYS Route 63,about 2 miles north of the Village of Geneseo and in the Hamlet of Piffard, Town of York, Livingston County. The facility manufactures, blends, and/or repackages a wide variety of specialty and fine chemicals. Chemical manufacturing is primarily by batch, although there are a few continuous process units. The draft permit includes five emission units: B-OLR01 -emissions from all onsite boilers; P-ROC01 -includes emissions from all chemical manufacturing processes; T-ANK01 -includes emissions generate from chemical storage tanks; U- TTU01 - fugitive emissions from the thermal treatment unit; and W-WTP01 - fugitive emissions from the onsite wastewater treatment plant. This facility is considered a major stationary source and will need to obtain a Title V permit because it has the potential to emit 50 tons per year (TPY) or more of Volatile Organic Compounds (VOC), 25 TPY or more of total Hazardous Air Pollutants (HAP), and 5 TPY or more of any individual HAP. In accordance with 6NYCRR Parts 621(d)(9) and 201-6.4(c), the Administrator of the U.S. Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements the Clean Air Act or 6NYCRR Part 201. Project Description:
 The Department has drafted a Title V facility permit for the applicant's university/medical center facility, located between Mt Hope Avenue (NYS Route 15) on the west and the Genesee River on the East within the City of Rochester and the Town of Brighton in Monroe County. There are six Emission Units at the facility and four of these are in the Central Utilities Plant: B-OILR3 ( Boiler 3), B-OILR5 (Boiler 5), B-OILR6 (Boiler 6), and B-OILR7 (Boiler 7). Boilers 5, 6, and 7 are combination natural gas/No.2 fuel oil fired boilers. Boiler 3 is only a No2. fuel oil fired boiler. The university operates a vivarium incinerator (Emission Unit 0- 00002), a natural gas-fired used for cremation of animal remains and bedding, and a crematorium incinerator (Emission Unit 0-00008), a natural gas-fired unit used for cremation of human remains.This facility is considered a major stationary source and will need to obtain a Title V Permit because it has the potential to emit 100 tons per year (TPY) or more Oxides of Nitrogen (NOx) and Sulfur Dioxides. The permit includes conditions that establish 28.7 TPY of NOx Emission Reduction Credits (ERCs) from shut down emission sources and 130.5 TPY of NOx ERCs from curtailing of emissions from existing sources. A federally enforceable NOx emission cap has been applied to the combined NOx emissions from B-OILR6 and B-OILR7. In accordance with 6NYCRR Parts 621(d)(9) and 201-6.4(c), the Administrator of the U.S. Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements the Clean Air Act or 6NYCRR Part 201. Project Description:
 The Department has made a tentative determination to approve this modification of the spdes permit for the AES Hickling LLC facility at 11884 Hickling Road in Corning, NY to increase the flow from outfall 001, of condenser cooling water, from 76 mgd to 80 mgd. The facility, which is a coal-fired steam electric power generating plant, discharges cooling water to the Chemung River. The modification is a result of a calibration error that was recently corrected. The facility will continue to operate at the same capacity as it has since 1977. The Department has determined that the flow rate is protective of the warm water fishery. A draft permit is available for review and comment at the regional NYSDEC office.

Project Description:
 The Town of Rathbone proposes to excavate approximately 1,500 C.Y. of gravel and other stream sediments from a 200 X 100 foot area of the Canisteo River. The project site is immediately south of the Saunders Road crossing over the Canisteo. The work is intended to alleviate a continuing erosion problem on the opposite bank of the river by providing increased channel capacity in this area. Willow plantings and reseeding of disturbed areas are included in the project plans. Excavated material will be removed off-site and will be used for maintenance projects by the Town Highway Department.

ALL OF THE SLUDGES HAVE BEEN THROUGH A PROCESS TO SIGNIFICANTLY REDUCE PATHOGENS. THE SITE IS MONITORED FOR CUMULATIVE LOADING OF METALS.
