Project Description:
 Wabash Aluminum Alloys located at 6223 Thompson Road, East Syracuse, New York, has submitted an application for a Title V Air Facility Permit. The Department has prepared a Draft Permit and made a tentative determination to approve this application. A copy of a Draft Title V Permit for the entire Facility, consisting of secondary aluminum conditioning equipment and reverberatory furnaces that emit Volatile Organic Compounds (VOC), Hazardous Air Pollutants, Sulfur Dioxide, and Nitrogen Oxides (NOx) has been prepared. The Permit includes applications for Waivers for Part 212.10(c) NOx and VOC RACT. These waivers require State Implementation Plan revisions through the Environmental Protection Agency (EPA). The permit application, draft permit, relevant supporting materials and regulations are available for review during normal business hours at the DEC office provided in this Notice. Comments of support or objections may be made by filing a written statement by the deadline date indicated. DEC may schedule a public hearing based upon an evaluation of the nature and scope of any written objections raised. Hearing Notices will contain instructions on filing for party status and submitting comments. In accordance with 6NYCRR Parts 621.5(d)(9) and 201-6.4(c), the Administrator of the United States EPA (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Project Description:
 Alcan Aluminum Corporation Oswego Works proposes to modify its cooling water system and storm water management system. The Department has made a tentative discission to approve the construction of cooling towers (6 cells for heat dissipation), oil water separators (4) and low lift pump station, blowdown diversion structures and two detention basins. A 36 inch diameter beveled and rip-rap protected outfall to Lake Ontario adjacent and .055 acres in Wetland OE-27 will also be constructed. These facilities will reduce intake from and the quality of discharges to Lake Ontario. The Oswego Works is located at 448 County Route 1A, Town of Scriba, County of Oswego.
