Project Description:
 The applicant proposes to construct a natural gas well on the Levi and Elizabeth Wengerd property, 300 feet west of Dredge Road and about 1,100 feet south of the Dayton/Leon Town line. Approximately 10,000 square feet of the regulated 100-foot Adjacent Area of Freshwater Wetland #CK-11 will be temporarily disturbed during well drilling and fracturing operations. The wetland adjacent area will be restored to its current condition (hay field) upon completion of the "Wengerd #1 Well".

Project Description:
 The applicant proposes to remove gravel from two gravel bars (120 lineal ft. and 160 lineal ft.) along Mill Creek. The gravel will be removed by a skimming type operation and all removal will occur above the normal low water elevation of Mill Creek at the site. The project is located at the applicant's property, upstream of the Center Road bridge, which is approximately 3,500 feet southwest of the intersection of Center and Harper Roads.

Project Description:
 The Department has drafted a permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and Title V of the Federal Clean Air Act Amendments, and made a tentative determination to approve this permit for the Carbide/Graphite Group, Inc. facility located at 4861 Packard Road, Niagara Falls, New York. The plant manufactures carbon and graphite products utilizing the following processes: mill, mix and extrusion, baking, pitch impregnation, rebaking, graphitizing and finishing. There are thirteen production units at the plant. Current emissions from the facility, previously authorized, are controlled primarily under the following regulations: 1) 6 NYCRR Part 201-6 which requires the facility to obtain a Title V permit, 2) 6 NYCRR Part 212 which may require general process emission sources such as raw material handling operations, bake and rebake furnaces, pitch impregnation, and machining and finishing operations to install air emission control devices depending upon the type of contaminant emitted and the emission rate potential, and 3) 40 CFR 52 Subpart A, Prevention of Significant Deterioration (PSD), which regulates the operation and carbon monoxide (CO) emissions from the direct graphitizing furnaces. The application and draft permit are available for public review at the Region 9 office. In accordance with 6NYCRR Parts 621.6(d)(9) and 201-6.1(c), the Administrator of the US Environmental Protection Agency (USEPA) has authority to bar issuance of a Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.
