Project Description:
The Department proposes to issue a State Facility permit in response to the application that was received for the Callanan Industries, Inc. Quarry/Asphalt Plant, on NYS Route 5S, in the Town of Florida, County of Montgomery, owned by Callanan Industries, Inc. of Albany, New York. The facility is involved with the mining and processing of aggregate as well as the production of hot mix asphalt. The facility includes two existing asphalt plants and various existing equipment used to mine and process aggregate (such as and including crushers, screens, bins and conveyors). In addition, Callanan Industries, Inc hasproposed adding a portable aggregate processing plant, agenerator, and a portable asphalt plant to the facility. In order to remain below theapplicability thresholds for Title V permitting, the the applicant has proposed restricting the potential to emit through enforceable conditions which will limit or cap emissions at a level which is less than 100 tons per year of oxides of nitrogen (NOx), less than 100 tons per year of carbon monoxide (CO), less 100 tons per year of particulate matter, less than 10 microns (PM-10), less than 100 tons per year of sulfur dioxide (SO2), and less than 50 tons per year of volatile organic compounds (VOC). The applicant The applicant has agreed to permit conditions which will limit NOx, CO, PM-10, SO2, and VOC by restricting monthly emissions. In addition, SO2 will also be limited by restricting the sulfur content of the fuel used at the facility. The applicant will be required to maintain records and report this data to verify compliance with conditions and limits.
