 Amended Notice due to typo which appeared in 6/21/00 ENB project description:The Department has drafted a permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and Title V of the Federal Clean Air Act Amendments, and made a tentative determination to approve this application for the existing gasoline and distillate oil storage and distribution terminal, located at 1 Bay Blvd. Lawrence, NY 11559. This facility consists of 8 permitted gasoline bulk storage tanks and 5 storage tanks for gasoline additives. There is one tank truck loading rack at the site. Gasoline vapor emissions are controlled with a vapor reduction unit. Emissions from this facility are controlled in accordance with multiple State and Federal regulations. The applicant has accepted throughput limitations for gasoline and distillate oil and will keep records of hazardous air pollutant emissions to prove that facility emissions remain below the applicability level of the National Emission standards for gasoline distribution facilities. Draft permit and application are available at Region 1 office. In accordance with 6NYCRR Part 621.6(d)(9), the administrator of the USEPA has the authority to bar issuance of any Title V facility permit, if it is to be determined not to be in compliancewith requirements of the Clean Air Act or 6NYCRR Part 201.

Project Description:
 The Department has drafted a permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law and made a tentative determination to approve this application for the applicant's facility located at 607 Union Ave, Holtsville, NY. Richard M. Flynn Power Plant has one Siemens turbine rate at 1146 BTU/hr when firing natural gas and 1291 mmBTY/hr when firing No. 2 fuel oil (back up fuel). The combined cycle (gas turbine and steam turbine) generates 150 MW of power for sale to Long Island Power Authority. The control equipment includes Dry Low NOx Combustor within the turbine in combination with water injection to reduce NOx and CO2 emissions. The Title V permit requires continuous emission monitoring of NOx and CO, wet and dry O2 emissions. VOCs and particulates emissions will be monitored upon request by the Department. Fuel consumption and water injection rates will be monitored on a continuous basis as well. Fuel Sulfur will be monitored in the fuel oil on a per delivery basis. The sulfur content in the fuel shall not exceed 0.020% by weight in the fueil oil. the facility has a heat recovery steam generator which uses the exhaust from the gas turbine to generate steam which in turn generate more electricity using a steam turbine. The Title V permit contains a complete listing of the applicable Federal, State and compliance monitoring requirements for the facility. The facility is also subject to the Title IV requirements as per 40 CFR Part 73 and 76. Although there is no SO2 allowances for the facility, a total of 200 allowances were transferred from the Charles Poletti Power Station to this facility as of August 22, 1994. In accordance with 6NYCRR Parts 621 (d)(9) and 201-6.4(c), the Administrator of the US Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V facility permit if it determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201. The draft permit is available for inspection and comments at the Region 1 office in Stony Brook.

 The applicant proposes to reconstruct 126 feet of bulkhead in-place, and excavate 38 cubic yards of material from behind 52 feet of bulkhead, which will be removed. Fifty-two feet of new bulkhead will be constructed landward of old bulkhead. The applicant also proposes to install 50 to 100 lb stone adjacent to 41 feet of bulkhead, and place 38 cubic yards of fill behind the bulkhead. The bulkhead replacement will result in the elimination of an approximate 300 square foot area of tidal wetlands known as intertidal marsh. The applicant proposes to plant a 1750 square foot area with native species.
