Project Description:
 The Department has drafted a permit pursuant to Article 19, Air Pollution Control, of the NYS Environmental Conservation Law & Title V of the Federal Clean Air Act Amendments for existing emissions from Whiting Door Manufacturing Corp., 113 Cedar Street, Village of Akron. The facility manufactures & paints roll-up doors for trucks & trailer bodies. The facility has 4 emission units that consists of equipment for the priming, painting & finishing processes for various types of roll-up doors. The draft permit incorporates the requirements of the Air State Facility (ASF) Permit issued on 4/15/99. The ASF Permit authorized the construction & operation of a new emission unit & limited volatile organic compound (VOC) emissions from the new unit to less than 39 tons during any consecutive 12 month period. The 39 ton VOC limit capped emissions below the applicability threshold contained in 6NYCRR Part 231-2 New Source Review in Nonattainment Areas. The VOC emission cap continues to be in force under this Title V permit. The facility is subject to the VOC coating content requirements of 6NYCRR Part 228. The facility is also subject to the opacity limits of 6NYCRR Part 212.4(c) and 6NYCRR Part 228.4. Additionally, the facility operates several sources, including combustion, woodworking (with appropriate air pollution control devices), metalworking, welding & foam processes, which are exempt per 6NYCRR Subpart 201-3. In accordance with 6NYCRR Part 621.5(d)(9) & 210-6.4(c), the Administrator of the USEPA has authority to bar issuance of any Title V facility permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201. Project Description:
 The Department has made an initial determination to approve this application and has drafted an Air Title V permit for the operation by NOCO Energy Corp. of a petroleum and chemical bulk storage terminal, located at 700 Grand Island Blvd in the Town of Tonawanda, New York. The facility stores and distributes liquid petroleum and chemical products, collects, blends and markets waste oil, and operates an aboveground biocell that treats petroleum-impacted soils. This facility has sixty-eight (68) storage tanks of various capacity and contents. Certain designated tanks are subject to an operational flexibility plan. The facility has six (6) loading rack areas (5 truck loading and 1 rail car loading). The gasoline loading rack is equipped with a vapor recovery unit. NOCO utilizes combustion units to heat tanks and pipelines for easy movement of heavy products such as asphalt, residual oils and waste oils. The combustion units also provide space heating for office buildings. This facility has accepted federally-enforceable SO2 emissions limitations and therefore is not subject to PSD requirements of 40 CFR Part 52.21. Technical questions should be directed to Mr. Alan J.
