Project Description:
 The Department has drafted a permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and Title V of the Federal Clean Air Act Amendments, and made a tentative determination to approve this permit for the applicant's existing gasoline and distillate oil pipeline breakout station called Buckeye Pipeline Company, L.P., located at Gates Road, Rt. 6, Auburn, NY. This facility consists of 17 permitted gasoline bulk storage tanks, storage tanks for distillates and transmix storage tank. Emissions from this facility are controlled in accordance with multiple State and Federal Regulations. Also, the applicant has accepted limitations on the amount of hazardous air pollutant emissions and will keep records of hazardous air pollutant emissions to prove that facility emissions remain below the applicability level of the National Emission Standards for Gasoline Distribution Facilities. The Draft Permit and the application are available for public review at the Region 7, Syracuse Office. In accordance with 6NYCRR Parts 621.6(d)(9) and 201-6.1(c), the administrator of the US Environmental Protection Agency (USEPA) has the authority to bar issuance of a Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Project Description:
 The NYSDEC has received an application from Onondaga Cogeneration Limited Partnership to install and operate an auxiliary boiler at the Onondaga Cogeneration facility located at 300 Bridge Street, Syracuse, NY 13209. The boilers will fire natural gas as the primary fuel, with number two oil as backup. The boiler has a maximum rated heat input capacity of 33.5 mmBtu/hr, and will be limited to burning less than 1.85 million gallons per year of #2 fuel oil with sulfur content less than 0.3% by weight. NYS DEC has tentatively approved this application and has prepared a draft permit modification for the facility. The draft permit contains limits on operation of the boiler which ensure that the project will not be subject to the Federal Prevention of Significant Deterioration (PSD) rules ( 40 CFR 52.21) and the New Source Review in Non-Attainment Areas rule (6 NYCRR Part 231-2). A six (6) bay loading rack is used to bottom load tank trucks with gasoline and a two (2) bay loading rack is used to top load tank trucks with distillates. Gasoline emissions are controlled by two (2) vapor reduction units. Emissions from this facility are controlled in accordance with multiple State and Federal regulations. Also, the applicant has accepted throughput limitations for gasoline and distillate oil and will keep records of hazardous air pollutant emissions to prove that facility emissions remain below the applicability level of the National Emission Standards for gasoline distribution facilities. The draft permit is available for public review at the Region 7 office.
