Project Description:
 The Department has proposed a Title V permit for the application that was received for DMV International Nutritionals at 1712 Deltown Plaza, Town of Delhi, Delaware County, owned by DMV USA, Inc., of Delhi, New York. The facility manufactures hydrolyzed proteins used for food and medical purposes. Significant air emission sources at the facility include two oil fired boilers, process dryers, a diffusion tank, and several process reactors and digesters. The applicant has agreed to permit conditions which will limit the emissions of sulfur dioxide (SO2) from the two small oil fired boilers in order to meet regulatory requirements. The above SO2 emissions will be limited through the use of oil that has a maximum specified oil sulfur content. The applicant has agreed to permit conditions which will limit particulate emissions in order to meet several regulatory requirements. The particulate emissions will be limited through the use of various methods such as fabric filters and wet scrubbers. The applicant will be required to maintain records and report this data to verify compliance with permit conditions and limits. In accordance with 6NYCRR Parts 621.5(d)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Project Description:
 The Department has received a Title V application for the Keymark Corp. Plant, on Cayadutta Street, Village of Fonda, County of Montgomery, owned by Keymark Corp. of Fonda, New York. The facility is an aluminum extruding facility which performs alloying, billet making, extruding, die making, anodizing, thermal break operations, and painting/surface coating. The facility includes an aluminum melting furnace and holder, extrusion presses, anodizing tanks, and two surface coating lines. The emissions from the two surface coating lines are controlled by two thermal oxidizers, one for each line. The applicant has agreed to permit conditions which will limit the emissions of volatile organic compounds (VOC) from the two surface coating lines in order to meet regulatory requirements. The above VOC emissions will be limited through the use of the thermal oxidizers operating at prescribed minimum temperatures. The applicant has also agreed to permit conditions which will limit particulate emissions in order to meet several regulatory requirements. The particulate emissions will be limited through the use of various methods. Filters will be used on some equipment as one method of limiting the particulate emissions. The applicant will be required to maintain records and report this data to verify compliance with permit conditions and limits. In accordance with 6NYCRR Parts 621.5(d)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined no to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.
