 The Department has made a tentative determination to approve an Air Pollution Control - Air State Facility Permit for the operation of the existing boilers at the Cornwall Hospital. The two boilers provide the facility with heating and steam requirements. Each boiler has a rating of 10.5 mmBTu/hr, fire No.4 fuel oil and vent to a common stack. The Draft Permit contains a Federally Enforceable condition which restricts the facility's annual No. 4 fuel oil usage to less than 660,000 gallons per year. This limit will result in sulfur dioxide and oxides of nitrogen emissions below thresholds applicable to Title V permitting. The permittee will be required to maintain records and provide an annual certification to verify compliance with the Air State Facility Permit. Project Description:
 The Department has drafted a permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and Title V of the Federal Clean Air Act Amendments, and made a tentative determination to approve this permit for the applicant's existing gasoline and distillate oil storage and distribution terminal, located at 42 River Road, Highland, NY. This facility consists of four permitted gasoline bulk storage tanks and three storage tanks for gasoline additives, heating oil and diesel oil. There are two tank truck loading racks at the site. Gasoline vapor emissions are controlled with a vapor reduction unit. Emissions from this facility are controlled in accordance with multiple State and Federal regulations. Also, the applicant has accepted throughput limitations for gasoline and distillate oil and will keep records of hazardous air pollutant emissions to prove that facility emissions remain below the applicability level of the National Emission Standards for gasoline distribution facilities. The draft permit and application are available for public review at the Region 3 office. In accordance with 6NYCRR Parts 621.6(d)(9) and 201-6.1(c), the administrator of the US Environmental Protection Agency (USEPA) has authority to bar issuance of a Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Project Description:
 The Department has prepared a Draft Permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and Title V of the Federal Clean Air Act Amendments and made a tentative determination to approve this application for the Applicant's facility located in Yonkers, Westchester County, New York. Regulations applicable to this facility include 40CFR82F, 63T and 6NYCRR Parts 200,201,202,211, 212,215,226,225-1. Regulated processes to be authorized under this permit consist of: Metal plating of precision metal components using tin, tin/lead 60/40, copper, nickel, silver and zinc. The de-greasing processes use 1,1,1-trichloroethylene and methylene chloride and include batch and in-line vapor and in-line cold de-greasers. Controls include refrigeration devices, condensers and carbon adsorbers. Four (4) internal combustion engines are employed for the operation of air compressors associated with pneumatic machinery. The engines, burning natural gas, rated at 195 HP each, are exempt. Additional combustion sources, used for heating of the facility, include two boilers burning #4 oil with heat input capacity smaller than 10 mmBtu/hr and are exempt. In accordance with 6NYCRR Parts 621.5(d) and 201-6.4, the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with the applicable requirements of the Clean Air Act of 6NYCRR Part 201. The Application and Draft Permit are available for review at the Regional Office of the NYSDEC.
