The Department has made a tentative determination to approve an Air Pollution Control - Air State Facility Permit for the operation of the existing boilers at the Cornwall Hospital. The two boilers provide the facility with heating and steam requirements. Each boiler has a rating of 10.5 mmBTu/hr, fire No.4 fuel oil and vent to a common stack. The Draft Permit contains a Federally Enforceable condition which restricts the facility's annual No. 4 fuel oil usage to less than 660,000 gallons per year. This limit will result in sulfur dioxide and oxides of nitrogen emissions below thresholds applicable to Title V permitting. The permittee will be required to maintain records and provide an annual certification to verify compliance with the Air State Facility Permit. The Application and Draft Permit are available for review at the Regional Office of the New York State Department of Environmental Conservation
