 The Department has drafted a permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and Title V of the Federal Clean Air Act Amendments and made a tentative determination to approve this application for the applicant's existing facility located at 364 Maspeth Avenue, Brooklyn, NY 11211. Ditmas Oil Associates, Inc. has been in operation since 1970 and is an independent petroleum products storage and distribution bulk terminal. The facility is a gasoline loading facility and a petroleum products storage and distribution bulk terminal facility. NSPS 40 CRF 60-K, Ka and Kb for petroleum liquid storage tanks over 40,000 gallons capacity - standard for VOC is non-applicable for this facility because all of the storage tanks were constructed and began operation in 1970. The facility is capping out of 40 CFR 63-R.420(a), National Emission Standards for Gasoline Distribution Facilities by limiting the gasoline annual throughput to 323,000,000 gallons. By limiting the gasoline annual throughput, the facility is also limiting total HAPs to 25 tons per year and any annual individual HAP to under 10 tons per year. The facility is subject to the provisions of Title V for sulfur dioxide, fuel composition and use - sulfur limitations, 6NYCRR 225. The faciity has to comply with 6NYCRR 229, existing requirements for NYCMA gasoline loading terminals and petroleum liquid fixed roof storage tanks control requirements and 6NYCRR 230, gasoline transport vehicles - prohibitions and requirements. In accordance with 6NYCRR Parts 621(d)(9) and 201-6.4(c), the Administrator of the U.S. Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

 The department has drafted a permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and Title V of the Federal Clean Air Act Amendments and made a tentative determination to approve this application for the applicant's existing hospital. The NYC-HH Kings County Hospital Center is located at 451 Clarkson Ave. in Brooklyn, NY. It is an 800-bed hospital which provides emergency and in-patient care. The hospital also serves as a research center and nursing school. The facility operates five boilers capable of firing either residual fuel oil #6 or natural gas, the primary fuel, in order to provide steam for the space heating of the building. To comply with the 100 tons-per-year threshhold for prevention of significant deterioration, 40CFR52-A-21 for sulfur dioxide and oxides of nitrogen, the facility is restricting natural gas usage to 1,180,000,000 cu. ft. per year and #6 residual fuel oil usage to 400,000 gpy. The facility is subject to the provisions of Title V for sulfur dioxide and 6NYCRR225-1 stationary combustion installations; and 6NYCRR 227-2 reasonably available control technology (RACT) for oxides of nitrogen. In accordance with 6NYCRR Part 621(d)(9) the administrator of the USEPA has the authority to bar issuance of any Title V permit if it is to be determined not to be in compliance. A draft permit is available at the Region 2 office. NOTE: This project was previously noticed in the ENB on 8/18/99. It is being renoticed at this time to allow for Newspaper notice which has not yet been done for this project. No changes from the original notice have occurred. All comments received to date will continue to be considered part of the record for the comment period now ending on 07/18/00.

 The Department has drafted a permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and Title V of the Federal Clean Air Act Amendments and made a tentative determina- tion to approve this application for the applicant's existing facility, Rochdale Village Power Plant, located at 132-11 Bedell St., Queens, NY 11434. The facility contains four Union Iron Works boilers each of which produces 100,000 pounds of steam per hour of 650 psig steam. This is sufficient to provide hot water heating for the entire apartment complex and to also drive two steam turbines. Steam from the turbo generators is used to operate eleven 1,000 tons Trane adsorption chillers that cool the apartment complex buildings during summer. The facility's sulfur dioxide, nitrogen oxide and carbon monoxide emissions exceed the major source pollutant thresholds listed in 6NYCRR subpart 201-6; therefore The facility is subject to Title V. In accord- ance with 6NYCRR Part 621(d)(9) the administrator of USEPA has the auth- ority to bar issuance of any Title V permit if it is to be determined not in compliance. The Far Rockaway Power Station of Keyspan Generat ion LLC consists of one 100 MWe turbine/Generator boiler set operating on pipeline natural gas #1, #2 and #6 fuel oils. This boiler has the ability to burn waste oil generated on site for energy recovery and incinerate citrosolf, a boiler cleaning solution, following boiler chemical cleaning. In addition, an industrial steam boiler is maintained on site for building heat. The facility-wide emissions for major air pollutants exceed the major source pollutant threshold and is subject to the provisions of Title V under 6 NYCRR subpart 201-6. The Title V permit contains a complete listing of the applicable federal, state and compliance monitoring requirements for the facility, its emission units and emission points. In accordance with 6NYCRR Parts 621(d)(9) and 201-6.4(c), the Administrator of the U. S. Mobil Oil Corp. - Port Mobil, a gasoline marine loading facility, has been in operation since 1940. The facility consists of three emission units and fourteen gasoline storage tanks. The Title V permit contains a complete listing of the applicable Federal, State and compliance monitoring requirements for the facility, its emission units and emission points.
