Project Description:
 The applicant proposes to construct a new road within Freshwater Wetland HJ-68 (Class III) and 100 foot adjacent area for the purpose of providing access to a proposed 49 lot residential subdivision know as "Taconic Oaks". The proposed road follows a former farm road for a distance of approximately 850 linear feet across the wetland and adjacent area. Approximately 0.11 acres of wetland are proposed to be filled in conjunction with the roadway construction. A stormwater management plan has been prepared for this project. The subdivision site is located to the east of the Taconic State Parkway and south of NYS Route 52 in the Town of East Fishkill.

THE FACILITY IS LOCATED ON THE SOUTH SIDE OF ROUTE 28, JUST WEST OF THE NYS THRUWAY INTERCHANGE #19 WHERE THE APPLICANT OPERATES A MOTEL AND DINER. THE DRAFT PERMIT IS AVAILABLE FOR INSPECTION AT THE REGION 3 OFFICE.

Project Description:
 The Department has received an application for Title V permit from VAW of America, as required under the Federal Clean Air Act and 6NYCRR Part 201. The Department has made a determination to issue the Title V permit. Regulations applicable to this facility include 40CFR82F and 6NYCRR Parts 200,201,202,211,212,215,225, and 226. VAW of America is a secondary aluminum manufacturing facility. Air emission sources include two(2)melting furnaces, two (2) holding furnaces, as well as casting, dross recovery, cleaning, heat treatment, and aluminum cutting operation. The melting furnaces have the capacity to melt 52.5 tons per batch. All furnaces burn No. 4 fuel oil. The potential emissions of particulates, sulfur dioxide, and volatile organic compounds exceed major source thresholds. Therefore, the facility is subject to Title V requirements. In accordance with 6NYCRR Parts 621.5(d)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V permit if it is determined not to be in compliance with applicable requirements of the The application and draft permit are available for review at the Region 3 office.
