Project Description:
The Department has drafted a permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and Title V of the Federal Clean Air Act Amendments and made a tentative determination to approve this application for the applicant's existing facility located at 30-01 Harper Street, Corona, NY 11368. Grace Asphalt Division of Grace Industries Inc. manufactures asphalt for road paving and repair operations. The plant operates three power generation combustion engines and emits significant amounts of Carbon Monoxide(CO). To avoid NSR, the owner is capping the plant's CO emissions by keeping asphalt production below 400,000 tons per year and by using no more than 250,000 gpy of #2 oil. The same restrictions described above allow the facility to cap its NOX emissions to amounts lower than 25 tons per year. Because it restricts its NOX emissions to amounts below 25 tons per year, the NOX emissions are not subject to the NOX-RACT restrictions of Part 212 and of Part 225-2. The Title V permit contains a complete listing of the applicable Federal, State and compliance monitoring requirements for the facility. In accordance with 6 NYCRR Parts 621 (d)(9) and 201-6.4(c), the Administrator of the U.S. Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6 NYCRR Part 201.
