Project description: The project consists of an after-the-fact subdivision of land, subdivision into sites, a proposed subdivision (together resulting in a total of four lots) and two single family dwellings, after-the-fact in a Rural Use land use area. The project site is 166 acres of residential, agricultural and wood lands located on the northerly side of West Road. The dwellings are served by on-site wastewater treatment systems and municipal water supplies. There are no wetlands involved in the project which was investigated by Agency enforcement staff through file E99-239.

Project Title: International Paper Company

Project description: The project involves the placement of a 10 ft. x 45 ft. trailer, for use as a forestry use structure, on the project site about 1,250 ft. south of NYS Routes 8 & 30. The applicant proposes to use the trailer for storage of road building materials used in maintaining and building logging roads (e.g. hay bales, silt fence, seed, culvert collars, hardware, spikes, timbers, etc.). The project site is a portion of a large landholding (i.e. 22,000 acres) in the Towns of Lake Pleasant & Wells and the Village of Speculator Hamilton County. The project site is located in the Village of Speculator and is bounded north by NYS Routes 8 & 30 and Downy Ave., west by the Speculator/Town of Wells boundary, south by lands of the State of New York classified Wild Forest and east by the Gilmantown Road. A portion of the site is within the "river area" of the Sacandaga River, where it is a designated Recreational River in the NYS Wild, Scenic and Recreational Rivers System. The trailer location is outside the river area.

Project Title: Highlands Forest, Inc. and Burlington Broadcasters, Inc.

Project description: The action involves the replacement of an existing 49' tall, 24" triangular, guyed, lattice tower with a 100' tall, 24" triangular, guyed lattice tower, placement of 3 FM radio antennae with radomes at the top of the tower, construction of a new electric power line and construction of a 10' x 14' equipment building. The project is proposed to service radio station WIZN. The existing antennae located on the existing 49' tall tower will be relocated to the proposed tower at their present respective heights.

Negative Declaration

Essex County - The Planning Board of the Town of North Elba, as lead agency has determined that the proposed Placid Outpost Retail Complex will not have a significant adverse environmental impact. The action involves conditional use permit and site plan approval for the construction of 57,000 square feet of leasable new commercial space and renovation of 13,000 square feet of existing space in Commercial Business zoning district . The project is located on 8.63 acre parcel on south/west side of NYS Route 86 and Old Barn Road in the Town of North Elba.

Saratoga County - The Town of Halfmoon Planning Board, as lead agency has determined that the proposed Sysco Food Services Distribution Facility will not have a significant adverse environmental impact. The action involves the construction of a new 433,000 square foot food distribution center with parking for automobiles and tractor trailers and vehicle maintenance garage. The project is located on the east side of NYS Route 9, just south of Ushers Road, in the Town of Halfmoon.
