 ihe Department proposes to transfer the SPDES permit for the O'Brien's Inn from J. Edwin O'Brien Jr. to Muchino's Inc. The facility, located on 6312 County Road 10, in Waverly, NY discharges 10,150 gallons per day of treated domestic and kitchen wastewater to the subsurface from the grease trap, septic tank, and leaching field systems. The permit, which is available for review at the NYSDEC Region 8 Office, will be renewed for a five year period.

Project Description:
 The Department has drafted a Title V facility permit for the applicant's Monroe-Livingston Sanitary Landfill facility, a closed landfill, located on South Road in the Town of Wheatland, Monroe County. The draft permit includes only one Emission Unit identified as E-U0001. Emission Unit E-U0001 includes emissions from the sanitary landfill, the landfill gas collection system, and emission control devices for the landfill gas collection system. The emission sources at the landfill are associated with an existing power plant that uses landfill gas as fuel for engines that generate electricity. Emission Sources include: four engines at the power plant, each with a design capacity of 1,138 horsepower, and a flare that is used to control excess landfill gas. This facility is considered a major stationary source and will need to obtain a Title V permit because it has the potential to emit 100 tons per year (TPY) or more of Carbon Monoxide (C0). In accordance with 6NYCRR Parts 621(d)(9) and 201-6.4(c), the Administrator of the U.S. Environmental Protection Agency(US EPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements the Clean Air Act or 6NYCRR Part 201. The application and Draft Permit are available for review at the Region 8 NYSDEC office.

Project Description:
 The applicant proposes to develop and operate an unconsolidated sand and gravel mine on property owned by the Coastal Lumber Company. The 124.3 acre mine site is bounded to the east by Cayuta Rd, the southwest by Smith Rd and the northwest by Swathmore Rd in the Town of Cayuta. The mine will operate as a traditional surface extraction of sand and gravel from above and below the water table using mechanical equipment. Materials will be excavated and processed in a wet operation to include crushing and screening. Application materials are available for public review and comment at the Regional Office of NYS DEC.

Project Description:
 The Department has made a tentative determination to issue an initial Title V Facility Air permit to Cargill Salt Company for their facility located at 518 East Fourth St. in the Village of Watkins Glen, Schuyler County. The company operates a salt processing plant that produces food grade salt products through solution mining techniques and then reducing the salt brine water content through an air evaporation process. Following evaporation, the salt slurry is passed through a fluid bed salt dryer and routed through various salt processing lines. In addition, the company operates two 92.2 MMBtu/hr coal fired boilers and one 33.5 MMBtu/hr duel fuel fired boiler that burns either natural gas or #2 oil. Ash from the boilers is stored in an ash silo. The application and draft permit are available for review at the Region 8 Avon office. Comments must be received within the 30 day comment period ending on the last filing date indicated. The Department may modify the draft permit based on significant or important information raised during the comment period. In addition, the Administrator of the US EPA has the authority to bar issuance of any Title V permit determined not to be in compliance with the Clean Air Act or 6 NYCRR Part 201. Following the 30 day comment period, the US EPA will have an additional 45 days to review the draft or modified draft permit. If the US EPA does not raise any objection in that time, the Department may issue the final draft permit as the Title V permit.

THE SEPTAGE WILL BE DISCEDINTO THE TOP SOIL WITHIN 24 HOURS OF APPLICATION. LANDSPREADING CANNOT OCCUR ON SNOW, FROZEN GROUND OR SATURATED GROUND OR DURING RAINFALL EVENTS. PUBLIC ACCESS IS PROHIBITED AND GRAZING BY ANIMALS HAS RESTRICTIONS. CROPS FOR HUMAN CONSUMPTION CANNOT BE GROWN FOR 18 MONTHS AFTER THE LAST APPLICATION. POTABLE WELLS ARE MORE THAN 200 FEET FROM THE SITE. THE NYSDEC FINDS THE PERMIT APPLICATION TO BE ACCEPTABLE.

Project Description:
 The Macedon Town Drainage District proposes to snag and clear woody debris and other blockages from the channel in the MA-13 wetland complex associated with the Red Creek drainage area. The project is intended to alleviate potential flooding events of residential properties along this reach of stream, and along upstream tributaries. The work will be done by a track-type backhoe, and removed material will be piled outside of the floodplain where possible, or stabilized to prevent its re-entry to the stream. Selected beaver dams and beaver colonies will also be removed. The project will run from Walworth Rd. west to RT. 350 on the north side of the CSX tracks, from Rt. 350 to Canandaigua Rd., then west from Canandaigua Rd. to Rt.31F at the intersection of Hance Rd
