Project Description:
 Applicant proposes to place fill in 0.81 acres of federal wetlands, including a portion of newly amended state Freshwater Wetland #R-46 (class I), to complete the existing Kingsbrook Estates Subdivision, consisting of 60 residential lots on a 75 acre site. Existing subdivision phases have previously impacted 1.31 acres of federal wetlands. To mitigate for wetland impacts, 2.08 acres of on-site wetlands would be created from uplands, with 26.7 acres of wetlands and adjacent uplands preserved by conservation easement. The project is located to the south of Farm to Market Road, 0.8 mile east of US Route 9, Town of Halfmoon.

Project Description:
 The Department has prepared a draft Article 19:Title V facility permit for Native Textiles, a synthetic textile manufacturing and finishing mill which produces lace and knit fabrics. The facility is a major source of Sulfur Dioxide with potential emissions of 230 tons per year from the combustion of #6 fuel oil. Emission potentials of Nitreogen Oxides, Carbon Monoxide and Particulates are below major source levels. Dyeing and finishing operations are potentially major sources of VOCs and HAPs however emissions are capped at minor source levels below NESHAP and RACT thresholds. Combustion sources provide processand comfort heat and include four boilers; three firing natural gas (33.5,10.1 and 12.6 MMBTU/hr) and one firing #6 fuel oil(33.5 MMBTU/hr). These sources are regulated by 6NYCRR Part 227 and 40CFR60 Subpart Dc. Sulfur Dixide emissions are limited by sulfur content of the fuel oil regulated by 6NYCRR Subpart 225-1. Dyeing sources include numerous atmospheric and pressurized jet and beam dyers. Finishing sources consist of three tenter frame machines with in-line dryers. These operations are regulated by 6NYCRR Part 212.VOC and HAP emissions are capped through the use of low emission potential materials. The draft permit is available for review at the Warrensburg office by contacting Michael Sundberg. In accordance with 6NYCRR Parts 621.6(D)(9) and 201-6.4(c) the administrator of the USEPA has the authority to bar issuance of any Title V permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.
