Project Description:
 The applicant proposes to place fill in approximately 1.3 acres of federally designated waters of the United Stated including wetlands and 335 linear feet of tributaries for the purpose of installing utilities and site work to complete a residential subdivision. Mitigation efforts will include the creation of 1.7 acres of wetlands from upland areas of the project site, and the preservation of approximately 53 acres of on-site lands. The project is located adjacent to the Kromma Kill on Spring Street Road, in the Town of Colonie, Albany County.

Project Description:
 The Department has received a State Facility application for the Cranesville Quarry/Asphalt Plant, on 725 NYS Route 5S, Town of Florida, County of Montgomery, owned by Cushing Stone Co., Inc. of Amsterdam, New York. The facility is involved with the mining and processing of consolidated limestone and dolomite as well as the production of hot mix asphalt. The production of hot mix asphalt is being permitted separately. The facility includes a generator and equipment used to mine and processconsolidated limestone and dolomite (such as and including applicability thresholds for Title V permitting, the applicant has proposed restricting the potential to emit through enforceable conditions which will limit or cap emissions at a level which is less than 100 tons per year of oxides of nitrogen (NOx). The applicant has agreed to permit conditions which will limit NOx by restricting the fuel usage of the generator. The applicant will be required to maintain records and report this data to verify compliance with conditions and limits.

Project Description:

The mining and processing of consolidated limestone and dolomite is being permitted separately. The facility currently includes a generator and two hot mix asphalt plants. In addition, the facility proposes to add a second generator at the site to provide power to one of the hot mix asphalt plants. In order to remain below the applicability thresholds for Title V permitting, the applicant has proposed restricting the potential to emit through enforceable conditions which will limit or cap emissions at a level which is less than 100 tons per year for carbon monoxide (CO) and at a level which is less than 100 tons per year for ns oxides of nitrogen (NOx). The applicant has agreed to permit conditions which will limit CO and NOx by restricting monthly emissions. The facility will be required to maintain records and report this data to verify compliance with the conditions and limits contained in the permit.
