Project Location: The site is located at 58 Christie Place, Scarsdale in Westchester County

Project Description: The Remedial Work Plan consists of saw-cutting the floor inside the former dry cleaner and excavating soil contaminated with perchloroethylene over the DEC recommended soil cleanup objective of 1.4 parts per million, as practicable. After confirmatory soil sampling, contaminated soil will be replaced with clean fill and the floor repaved. The volunteer will then sample soil gas under the building and ambient air in the former cleaner space.

Comment Period: The Voluntary Cleanup Agreement and Remedial Action Work Plan are available for review at the locations identified below. Written comments on this action must be received within 30 days of this Notice. Written comments expressing objections or opposition to the Remediation Work Plan must explain the basis of the opposition and identify the specific grounds which could justify the Department's imposing significant changes to a Remediation Work Plan. No formal response is made to comments, but as a result of comments, the Department may revaluate and revise the Remediation Work Plan.

Negative Declaration

Orange County - The Village of Chester Planning Board, as lead agency has determined that the proposed Amscan Distribution Center, will not have a significant adverse environmental impact. The action involves approval to construct 877,671 square feet of warehouse distribution space, with auxiliary office space and associated truck docks and surface parking. The project will be developed in two phases - a 526,566 square foot Phase I to be completed in the year 2001 and a 351,105 square foot Phase II to be completed in the year 2004. The project is located in the Chester Industrial Park, south of Elizabeth Drive, where it connects with Nucifora Boulevard, Village of Chester.

Supplemental Negative Declaration

Westchester County - The Rye City Planning Commission, as lead agency has determined that the proposed Rye Country Day School Site Plan #123G will not have a significant adverse environmental impact. The action involves modification of the approved site plan and approved use permitted subject to additional standards and requirements for the purpose of making significant changes, which included reconfiguring the property, relocating Grandview Avenue, construction of a new gymnasium, parking lot and building additions and modifications. The project is located on Cedar Street abutting Grandview Avenue, Boston Post Road and New Street.

Positive Declaration

Sullivan County - The State Education Department, as lead agency, has determined that the proposed alterations to the Jeffersonville School in the Sullivan West Central School District, SED Project No. 59-15-02-04-0-001-001, may have a significant environmental impact and a Draft Environmental Impact Statement must be prepared. The project is located on Schoolhouse Road in the Town of Jeffersonville.

Extension of Public Comment Period for Draft EIS

Westchester County - The Board of Trustees for Village of Pelham Manor voted to extend the public comment period on the Draft Generic Environmental Impact Statement for the proposed rezoning for business and industrial districts until June 15, 2000. See May 17, 2000 ENB for original notice.

Notice of Acceptance of Draft EIS and Public Hearing

Westchester County - The Town of Cortlandt Planning Board, as lead agency has accepted a Draft Environmental Impact Statement on the proposed Rocco Triglia Preliminary Plat and Site Development Plan Approvals and for Wetland and Steep Slope Permits for a proposed cluster/open space subdivision. A public hearing on the Draft EIS will be held on June 16, 2000 at 8:00 p.m. in the Vincent F. Nyberg Meeting Room at Town Hall. Written comments on the Draft EIS will be accepted until June 16, 2000. The action involves a proposed cluster/open space subdivision for 92 dwelling units on 18.7 acres. The project is located on the west side of New York and Albany Post Road, approximately 500 feet north of Crugers Station Road.

Notice of Acceptance of Final EIS

Westchester County - The Town Board of the Town of Mount Pleasant, as lead agency has accepted a Final Environmental Impact Statement on the proposed Town of Mount Pleasant Joint Water District Improvements. The action involves a series of actions by the Town of Mount Pleasant, including bonding, land and easement acquisition, and construction of joint supply, pumping, transmission, storage and distribution improvements for the Valhalla Water District, Hawthorne Improvement District and Thornwood Water District., which will result in the formation of a connected system, integrating the three existing Districts. The project is located within the Town of Mount Pleasant.
