Project Title: Joan Weill Adirondack Library of Paul Smiths College

Project description: The action involves the proposed construction of a 42,950 square foot, 46 foot high library building with chimneys to provide improved high tech Adirondack regional information resource center on the campus of Paul Smiths College. The building will include space for computer server and workrooms, book storage and study areas, classrooms, public meeting room, archives, and offices. Existing underground utilities will service the building. A new oil boiler and emergency generator and underground fuel storage tanks are proposed, along with solar design on the south side and earth protection on the north side of the building. The project will include relocation of existing parking spaces to new peripheral lots, gazebo and tennis courts; development of center campus pedestrian walkways; new fire suppression system; and tree landscaping and lighting. A comprehensive stormwater control plan includes reduction in existing paved surfaces near Lower St. Regis Lake, construction of detention ponds; use of grass filter strips, wetlands and special designed catchbasins to treat runoff; and one stormwater outlet to Lower St. Regis Lake.

Negative Declaration

Franklin County - The New York State Department of Environmental Conservation, as lead agency has determined that the proposed Senter Gravel Mine, will not have a significant adverse environmental impact. The action involves the expansion of an existing 4-acre gravel pit to a 24-acre pit. The project is located at the property of Charles E. Senter north of Miller road and west of Dineen Road in the Town of Constable, Franklin County.

Positive Declaration and Acceptance of Draft EIS

Clinton County - The State Education Department, as lead agency, has determined that the proposed land acquisition and alterations to the Chazy Elementary, Junior/Senior High School in the Chazy Central School District, SED Project No. 09-06-01-02-0-001-009, may have a significant environmental impact and a Draft Environmental Impact Statement has been prepared. Comments are requested on the Draft EIS and will be accepted by the contact person until June 12, 2000. The action involves the purchase of 4.6 acres of land adjacent to existing property. The project is located at 609 Route 191, Grave Street in the Town of Chazy.
