Parking Lot Expansion in the Town of Shandaken

Ulster County - This action involves the construction of parking lots with access roads at the base of lift #8 at Belleayre Mountain Ski Area. This is to provide notice that a total of 1779 trees over 3" in diameter will be removed to accomplish the project as required by Commissioner's delegation memorandum #84-06. This will provide additional parking necessary in order to adequately accommodate skiers at the facility. A total of 11.5 acres will be cleared for the parking lots and associated access roads. An amendment to Article 14 of the New York State Constitution allows for the construction of ski lifts and trails and their appurtenances on Belleayre Mountain which is part of the Catskill Forest Preserve. This project is included in the approved 1998 revision to the unit management plan for the ski center. There are no known rare, threatened or endangered plant species located in or bordering the disturbed area. Following tree cutting and stump removal, the parking lots and roads will be paved.

Negative Declaration

Dutchess County - The Village of Fishkill Planning Board, as lead agency has determined that the proposed Gap Incorporated Northeast Distribution Center-Phase II, will not have a significant adverse environmental impact. The action involves previously received development approvals for the construction of Phase 1 and Phase 2 (which consisted of the construction of a 700,000 square foot Building 2 and related site improvements). The applicant is currently seeking development approvals for the following modifications to the previously approved plan: increase in size of Building 2 resulting in a building footprint of 870,000 square feet and gross floor area of 951,000 square feet; change in proposed operation for Building 2 resulting in a significant increase in projected employment; and, related site plan modifications to accommodate the revisions in the Building 2 footprint and employment levels, including: elimination of a previously proposed employee parking area along Merritt Boulevard (to be replaced with additional building area); revision of a previously proposed trailer parking area as a 280-space employee parking area; creation of additional employee spaces through other modifications to the site; construction of a conveyor bridge link between Buildings 1 and 2; and related modifications to vehicle access, stormwater management, lighting and landscaping. The project is located at Merritt Boulevard, Fishkill, New York.

Orange County - The State Education Department, as lead agency, has determined that the proposed Greenville Central School District, SED Project No. 19-07-01-04-5-013-001, will not have a significant adverse environmental impact. Sullivan County - The Town of Bethel Planning Board, as lead agency has determined that the proposed A Day In The Garden at Yasgur's Farm, will not have a significant adverse environmental impact. The action involves application of GF Entertainment, LLC for special use permit and site plan approval to implement outdoor recreation activities on assembled parcels comprising roughly of 400 acres in the Town of Bethel. The project is located at and around the intersection of Hurd and West Shore Road, Town of Bethel, New York.

Westchester County - The Village of Sleepy Hollow Planning Board, as lead agency has determined that the proposed County House Road Cluster Subdivision, will not have a significant adverse environmental impact. The action involves the subdivision of 11.9 acres into 11 residential lots and 1 open space lot. The proposed subdivision incorporates an open space area of 1.53 acres to be dedicated to the Village of Sleepy Hollow; provides for 0.84 acres of landscape buffer easement located along County House Road and Bedford Road. The project is located on County House Road and Bedford Road, Village of Sleepy Hollow, New York.

Westchester County - The Village of Sleepy Hollow Planning Board, as lead agency has determined that the proposed Philipsburg Manor Restoration Dredging and Flood Damage Restoration, will not have a significant adverse environmental impact. The action involves the dredging of two ponds (the Upper Pond or Mill Pond and the Lower Pond or Tidal Pond) located on the grounds of Philipsburg Manor, a property listed as a National Historical Landmark. The dredged material is proposed to be stored on site through the creation of a sediment storage/impoundment basin located on the subject property. It is estimated that a total of 20,000 cubic yards of dredged material will be removed and stored on-site. The potential for transporting the dredged material off-site is still under consideration. In addition, the proposed action now includes restoring selected areas around the Mill Pond and providing measures to reduce the potential damage from future flooding events. The project is located at Philipsburg Manor, Route 9, Sleepy Hollow, New York.

Reaffirmation of Negative Declaration

Orange County - Pursuant to the NYS Drinking Water State Revolving Fund and the State Environmental Quality Review Act, the following action has been undertaken: Town of Highlands Water District #2, DWSRF, No. 16454. A negative Declaration was issued on May 9, 2000, this notice reaffirms that determination. The action involves the creation of the Town of Highlands Water District #2. Water service will be obtained by the extension of the 12" water main in a Southerly direction along NYS Route 9W. Service will be provided on both the East and West side of Route 9W with the construction of 8" water mains within the existing streets and roadways. The SEQR/SERP Status is Unlisted.

Positive Declaration with Public Scoping

Putnam County - The Town of Patterson Zoning Board of Appeals, as lead agency has determined that the proposed Patterson Pavilion may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. The action involves the approval of a special use permit, site plan and lot line adjustment of a proposed 519,700 square foot retail center and a 49,000 open air garden center located in the "l" zoning district, Town of Patterson and the "C" zoning district, Town of Kent. The project is located on the south side of NYS Route 311 and the west side of Interstate Route 84 in the Town of Patterson and the Town of Kent, Putnam County. Written comments on the draft scope will be accepted until June 16, 2000. A public scoping session will be held on June 6, 2000 at 7:30 p.m. at Town Hall, 2 Route 164, Patterson, New York.

Positive Declaration for Supplemental EIS

Orange County - The Town of Warwick Planning Board, as lead agency has directed preparation of a Supplemental EIS to address newly discovered information concerning the presence of the mineral "tremolite" at the proposed Dick's Quarry Site. The action involves the use of a special use permit application to excavate limestone from a 50 acre parcel of land that has historically been mined since 1875. The project is located on Glenwood Road in the Town of Warwick.

Notice of Acceptance of Draft EIS

Westchester County - The Town Board of the Town of Mount Pleasant, as lead agency has accepted a Draft Environmental Impact Statement on the proposed Town of Mount Pleasant Joint Water District Improvements. The action involves a series of actions by the Town of Mount Pleasant, including bonding, land and easement acquisition, and construction of joint supply, pumping, transmission, storage and distribution improvements for the Valhalla Water District, Hawthorne Improvement District and Thornwood Water District., which will result in the formation of a connected system, integrating the three existing Districts. The project is located within the Town of Mount Pleasant.

Notice of Acceptance of Draft EIS and Public Hearing

Dutchess County - The East Fishkill Town Board, as lead agency has accepted a Draft Environmental Impact Statement on the proposed Soil Mining and Industrial Zoning Amendments. A public hearing on the Draft EIS will be held on June 8, 2000 at 7:30 p.m. at Town Hall, 330 Route 376, Hopewell Junction, New York 12533. Written comments on the Draft EIS will be accepted until June 22, 2000 at 4:00 p.m.. The action involves 9 zoning amendments which eliminate soil mining as a principal use in residential zones, permit soil mining as accessory use in Active Farm Overlay Zone, and rezone approximately 476 acres of land from Industrial to Residential zoning, and place approximately 3088 acres of land into the Active Farm Overlay district.

Orange County - The Town of Montgomery Planning Board, as lead agency has accepted a Draft Environmental Impact Statement on the proposed Montgomery Woods South. A public hearing on the Draft EIS will be held on June 12, 2000 at 7:30 p.m. at the Town Hall. The action involves the second phase of the Montgomery Woods subdivision. It consist of ten lots on a proposed town highway off Hill Road, opposite Bookstaver Drive. All lots exceed the 80,000 square foot RA-5 zoning requirements. The project is located on Hill Road (County Road 52) and Bookstaver Drive, Montgomery, New York.

Orange County - The Town of Montgomery Planning Board, as lead agency has accepted a Draft Environmental Impact Statement on the proposed Greenwalt Development-Warehouse and Distribution Center. A public hearing on the Draft EIS will be held June 12, 2000 at 7:45 p.m. at the Town Hall. The action involves construction of a 489,000 square foot warehouse and distribution center plus a 15,000 square foot internal office, plus a 257,000 square foot expansion of the distribution facility. The site contains existing active farmland and a small federal wetland. Wetland disturbance is well under the current limits. The project is located on County Road 99 adjacent to I-84 to the north and Consolidated Railroad line to the east.

Notice of Acceptance of a Second Addendum to Draft EIS

Westchester County - The Town of Pound Ridge Planning Board, as lead agency has accepted a Second Addendum to a Draft Environmental Impact Statement on the proposed Pound Ridge Golf Club Draft Environmental Impact Statement. A public hearing on the Addendum will be held May 25, 2000 at 7:30 p.m. at the Pound Ridge Town House, 179 Westchester Avenue, Pound Ridge, New York. The purpose of the Second Addendum is to describe and report on three issues the Pound Ridge Planning Board asked the Applicant to examine further with respect to its irrigation needs and the impact on off-site residential wells of irrigating the Course from on-site wells. The project is located on the west side of High Ridge Road in the Town of Pound Ridge.
