 NYSEG IS PROPOSING TO MAKE NATURAL GAS AVAILABLE TO CONSUMERS IN THE TOWN OF PERU THROUGH THE INSTALLATION OF APPROXIMATELY 43.8 MILES OF GAS DISTRIBUTION PIPELINE IN SELECTED AREAS OF THE TOWN. THE PROJECT WILL OCCUR IN TWO PHASES WITH THE FIRST PHASE SCHEDULED TO BEGIN IN JUNE, 2000. PIPELINE INSTALLATION WILL BE CONFONED TO HIGHWAY RIGHTS OF WAY. THE INSTALLATION WILL REQUIRE THIRTY (30) STREAM CROSSINGS, FIVE (5) REQUIRING PROTECTION OF WATERS PERMITS, AND TWENTY-EIGHT (28) CROSSINGS OF FRESHWATER WETLANDS, TEN (10) OF WHICH REQUIRE FRESHWATER WETLANDS PERMITS. A 401 WATER QUALITY CERTIFICATE IS REQUIRED FOR ALL STREAM AND WETLAND CROSSINGS.

Project Description:
 As a result of an Environmental Benefit Permit Strategy (EBPS) review, the department has made a tentative determination to modify this permit for an existing facility with a design flow of 2.5 million gallons per day of treated sanitary wastewater. The secondary wastewater treatment plant is located on Lower Powerhouse Road in the Village of Lake Placid and discharges into the Chubb River, a Class "C" waterbody, through Outfall 001. The permittee is also authorized to discharge a portion of the treated effluent, on a seasonal basis, through a second outfall consisting of a spray irrigation system on a nearby golf course. The department has determined to change the basis for calculating Ultimate Oxygen Demand (UOD) and has slightly increased the limit due to less stringent water quality standards that are now applicable. Ammonia limits at Outfall 001 have been modified to reflect changes in water quality standards and now include seasonal limits. The phosphorous limit for Outfall 001 is now to be calculated and reported as a 12-month rolling average and the total mass and concentration shall also be reported for this outfall. The level of phosphorous, in pounds, shall be reported for Outfall 002. Sampling for phosphorous must now be performed once per week. Finally, at the request of the permittee, the timeframe during which Outfall 002 can be used has been extended to include the period from April 15 to November 15 of each year. Project Description:
 The applicant is requesting Water Quality Certification from the Department as a prerequisite to relicensing the Stewarts Bridge Hydroelectric project (Federal Energy Regulatory Commission (FERC) Project #2047), an existing 30 megawatt facility located on the Sacandaga River. The Department has prepared a draft Certification and made a tentative determination to approve the request for Water Quality Certification. The draft Water Quality Certificate incorporates a comprehensive Settlement Offer developed by a cooperative relicensing team that has been meeting since 1996 to address resource concerns associated with the project. (The comprehensive Settlement actually resolves resource issues at the Stewarts Bridge project as well as at 4 other hydroelectric sites located on the Sacandaga and Upper Hudson rivers.) Provisions of the draft certification include base flow requirements for the Sacandaga River, restrictions on impoundment fluctuations at Stewarts Pond, fish protection structures and provisions for downstream fish movement. The Water Quality Certificate will remain in force for the duration of the FERC license. The application may be reviewed by making an appointment with the contact person indicated below.

Project Description:
 Applicant proposes the following activities in and adjacent to Schroon Lake: realign an existing rock jetty and extend the jetty 100 feet into the lake (fill of 258 cubic yardscy)to keep shifting sand out of the adjacent navigation channel; remove 718 cy of sand to establish a boat channel 20 ft.wide by 300 ft.long by 3 ft.deep; remove 49 cy of silt from the mouth of Mill Creek, at the entrance to the existing boat harbor. All excavated material will be disposed of on adjacent upland property owned by the applicant. The project is located on East Shore Drive,300 ft. east of Adirondack Lodges Road, Hamlet of Adirondack.
