Project Description:
 The Department has received a Title V application from the Norton Company-Coated Abrasive Division located at 10th Avenue and 25th Street, Colonie/Watervliet, Albany County. The facility owner is the Norton Company, subsidiary of Saint Gobain Corporation, located at 1 Bond Street, Worcester, MA 01606. The facility coats either a cloth or paper substrate with an adhesive and then deposits grain on the surface of the substrate. There is an ancillary process that prints an ink logo on the substrate. The applicant has proposed restricting the volume of organic Hazardous Air Pollutants (HAP) in ink to less than 400 kilograms per month to avoid 40CFR63, subpart KK, the National Emission Standard for Hazardous Air Pollutant (NESHAP) for the printing and publishing industry. By accepting these state and federally enforceable limits, the facility will not be subject to this regulation. The applicant has agreed to permit conditions which will limit emissions of HAPs by restricting the total volume of organic HAP in all the ink that is applied. The permittee will be required to maintain records and report this data to verify compliance with permit conditions and limits. The application is available for review and comment at the regional office. If comments are received which raise significant issues or provide additional relevant information, the Department may modify the draft permit. In accordance with 6NYCRR Parts 621.5(d)(9) and 201-6.4(c), the administrator of the US Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Project Description:
 The applicant proposes to modify an existing SPDES permit to add one outfall, to discharge 1600 gpd of treated sanitary wastewater through absorption beds to Burditt Brook. The modification would add this outfall to a current permit which discharges 29,600 gpd of treated sanitary wastewater from the Cooperstown Dreams Park, located on Route 28 in the Town of Hartwick, Otsego County. The additional outfall would serve a comfort station adjacent to the four new ball fields at the park. A draft permit is available for inspection and comment at the Region 4 Office. SPDES #NY0249611.
