Negative Declaration

Cortland County - The State Department of Environmental Conservation, as lead agency has determined that the proposed Polkville Crushed Stone, Division of Suit-Kote Corporation, will not have a significant adverse environmental impact. The action involves expansion of the present mine from the present approximately 134 acre life of mine facility to 245 acres with the final site configuration that of a pond of approximately 190 acres. The processing of minerals (sand and gravel) extracted from the site will continue unchanged from the present approach. Mining has existed at this site since about 1960 and this is a continuation of that use to the full extent of the available property. The project is bounded approximately by U.S. route 11 on the north and northeast, a Niagara Mohawk power line on the west, the Tioughnioga River on the south, and Trout Brook on the southeast, all within the Town of Cortlandville, Cortland County.

Oswego County - The State Education Department, as lead agency, has determined that the proposed additions and alterations to the Fairley Elementary School in the Hannibal Central School District, SED Project No. 46-07-01-04-0-003-010, will not have a significant environmental impact. The action involves 48,000square feet of new additions on existing property. The project is located at 953 Auburn Street in the Town of Hannibal.

Oswego County - The State Education Department, as lead agency, has determined that the proposed additions and alterations to the Kenney Elementary School in the Hannibal Central School District, SED Project No. 46-07-01-04-0-004-009, will not have a significant environmental impact. The action involves 47,000 square feet of new additions on existing property. The project is located at 846 Cayuga Street in the Town of Hannibal.

Positive Declaration And Acceptance Of A Draft EIS

Broome County - The State Education Department, as lead agency has determined that the Union Endicott Central School District, SED No. 03-15-01-06-0-030-001, may have a significant adverse impact on the environment and a Draft EIS has been prepared. The action involves new construction to administration/alternative school. Comments will be received until May 30, 2000 at The State Education Department, Facilities Planning, room 1060 EBA, Albany, New York 12234. The project is located at 110 E. Main Street, Endicott, New York.

Notice of Acceptance of a Draft EIS

Tioga County - The State Education Department, as lead agency has required and accepted a Draft Environmental Impact Statement on the proposed Owego Apalachin Central School District, Oswego Free Academy additions, alterations and land acquisition, new bus maintenance building, new bus storage building and Owego Elementary School reconstruction. Written comments on the Draft EIS will be accepted until May 30, 2000. SED Nos. 60-06-01-06-0-007-008, 60-06-01-06-0-008-008, 60-06-01-06-0-011-001, 60-06-01-06-0-009-011, 60-06-01-06-0-010-001. The action involves the additions to the Owego Free Academy which will serve as the new Middle School, reconstruction of the Owego Elementary School and the Apalachin Elementary School, two new bus garage structures are also proposed. The project is located in the Town of Owego, New York.

Tioga County - The State Education Department, as lead agency, has accepted a Draft EIS on the proposed land acquisition and construction of a New Bus Maintenance Facility for the Owego-Apalachin Central School District, SED Project No.60-06-01-06-5-011-001. Comments are requested on the Draft EIS and will be accepted by the contact person until May 30, 2000. The action involves the purchase of 5 acres of land and 10,500 square feet of new construction. The project is located on State Route 96 in the Town of Owego.

Tioga County - The State Education Department, as lead agency, has required and accepted a Draft EIS on the proposed land acquisition for the Candor Central School District SED Project No. 60-03-01-04-0-001-005. Comments are requested on the Draft EIS and will be accepted by the contact person until June 9, 2000. The action involves the purchase of approximately 2 acres of land adjacent to existing property. The project is located on Academy Street in the Village of Candor.

Acceptance of a Draft EIS and Public Hearing

Broome County - The Town Board of the Town of Dickinson, as lead agency, has accepted a Draft EIS on the proposed Manley's Mighty-Mart, LLC. Written comments are requested on the Draft EIS and will be accepted by the contact person from 5/8/2000 - 7/7/2000. A public hearing on the Draft EIS will be held on June 5, 2000 at 5:30 p.m. at the Dickinson Town Hall, 842 Front Street, Binghamton, NY 13905. The action involves the construction and operation of a convenience store and gas station by Manley's Mighty-Mart, LLC at 879-881 Front Street in the Town.
