Project Description:
 The Department has received an application for a permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and Title V of the Federal Clean Air Act Amendments for the applicant's existing facility in the City of Rochester. This facility manufactures phenolic resin matrix board. The facility meets the definition of a major stationary source and is required to obtain a Title V Facility Permit as specified in 6 NYCRR Part 201-6 because the facility's potential to emit Volatile Organic Compounds (VOC) is equal to greater than the 50 ton per year (TPY) VOC emissions Title V thresholds specified in 6 NYCRR Part 201-2 and Title V of the Clean Air Act. The Draft Permit includes permit conditions to ensure that the coating operations and the content of the VOC in the coatings are limited as required for compliance with the surface coating requirements found at 6NYCRR Part 228. The application and a Draft Permit are available for review at the Region 8 NYSDEC office. If comments raise significant issues, the Department may modify the Draft Permit. Pursuant to 6NYCRR Parts 621.5(d)(9) and 201-6.4(c)(1), the Administrator of EPA has the authority to bar issuance of any Title V Facility Permit determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201. After the comment period, EPA will be provided with a Proposed Title V Facility Permit, which will be the Draft Permit with any modifications after public comment. EPA will then have an additional 45 days for review. The Department may then issue the Title V Facility Permit if EPA has raised no objection.

Project Description:
 The Town of Ridgeway proposes to create the Ridgeway Water District #3 to take for use therein a supply of water estimated to average 55,000 gallons per day from the Niagara County Water District's Niagara River source.The project includes the installation of 9,935 LF of 8-inch and 29,655 LF of 12-inch water main and appurtenances to serve residences and future growth along NYS Rt. 104, NYS Rt. 63, and Mill Road. The project will include crossing Oak Orchard Creek and Jeddo Creek. The draft permit is available for review and comment at the regional office.

Project Location: Lyons
Project Description:
 The applicant proposes to develop and operate a 4.0 acre surface sand and gravel mine on the Lee Bauer property, south of PreEmption Road, approximately 2,000 ft. west of the Leach Road intersection. The mine will operate as a traditional surface extraction of the Ontario gravelly loam which is the predominate soil type on the site. There will be no processing of excavated material, or any use, or pumping of ground or surface waters. Approximately 80,000 c.y of sand and gravel will be removed during the anticipated 60 month operational life of the mine. Final reclamation will restore the site to re-graded and vegetated open land suitable for agricultural production.
