Project Description:
The Department has received a permit application from Benedictine Hospital to establish air emission limits. The permit will be an Air Facility Permit to operate two boilers (with heat inputs of 41.591 and 16.778 million BTU per hour), an ethylene oxide sterilizer, and two emergency generators (rated at 853 and 227 horsepower). The boilers can burn natural gas or number 4 fuel oil. The permit will contain enforceable conditions which will restrict fuel usage, the sulfur concentration in the fuel, and the hours of operation of the generators. These restrictions limit the emission of nitrogen oxides, sulfur dioxide, and carbon monoxide below 100 tons per year. Therefore, the facility will not be subject to the requirements of Title V and 6NYCRR Part 227-2 Reasonably Available Control Technology (RACT) for Oxides of Nitrogen (NOx). The permittee will be required to maintain records and submit reports to verify compliance with permit conditons and limits. The draft permit is available for review at the Region 3 office.
