Project Description:
Yonkers Contracting Company, Inc., d/b/a Plaza Materials Company (hereinafter referred to as Plaza Materials Company), has applied for a State Facility Permit for air emissions to operate a newly constructed natural gas fired 400 ton/hour asphalt plant at its Bronx location at 3966 Provost Avenue. Plaza Materials formerly operated an oil fired 169 ton/hour asphalt plant on the site from 1978 to 1999. The new facility is a double drum mix-hot asphalt plant that will use both virgin aggregate material and recycled asphalt pavement. The new facility is subject to Federal regulation 40 CFR 60 Subpart I (Standards of Performance for Hot Mix Asphalt Facilities) for particulate emissions. New Source Review in a Non-Attainment Area, 6 NYCRR Part 231-2 is not applicable since the facility will be capping out of Title V by restricting its annual production of asphaltic concrete to 901,961 tons/year. The draft Air State Facility Permit contains a complete listing of the applicable compliance monitoring requirements, its emission units and its emission points.(NOTE: second notice - previously noticed ENB 5/3/00)

Project Description:
The applicant proposes to construct two 2-family detached houses, one of which is partially within the adjacent area of NYSDEC regulated freshwater wetland AR-10 (Lemon Creek). There is an existing private street (Sagona Court) between the proposed development and the wetland. The regulated area between Sagona Court and the wetland will be preserved through deed restriction. The project is located at 88 and 92 Maguire Avenue, between Uncas and Albourne Avenues, Staten Island, Block Block 6977, Lots 31, 35 & 37.
